On August 14th, the opening ceremony of the Intelligent Operations Center (IOC) took place at the Da Nang City Administrative Center. This is one of the first provinces to select Viettel Solutions to implement a synchronized operations center model across the entire area, from the city level down to the district level.
Accordingly, the Da Nang IOC has officially commenced operation under a comprehensive model from the city level down to the district level, including the city IOC, 7 district-level operational centers (OCs), and 2 specialized OCs (traffic, security and order) following the urban governance model that meets the overall smart city architecture of Da Nang and the ICT Reference Framework for Smart City Development of the Ministry of Information and Communications .
The city's Intelligent Operations Center (IOC) is defined as the highest-level monitoring and control agency of the city, serving as the central hub for collecting information and data from district-level OCs, specialized OCs, and IoT application and sensor systems.

District, county, and specialized Offices of Management (OCs) will operate according to the geographical area of each district or county, or according to their specialized field. Conversely, these OCs are also authorized to receive information and data analyzed and shared by the city's IOC to serve management purposes; ensuring transparency and openness for citizens and businesses.
To design and implement an IOC-OC model suitable for the local characteristics, Viettel Solutions and Da Nang City analyzed, identified problems, and jointly researched and developed solutions covering 15 areas under 3 solution groups aimed at serving citizens, government operations, and environmental and urban management.
The Da Nang IOC is considered a comprehensive system with intelligent alerts and a full-process alert handling system from the city's management agency to each subordinate locality and processing unit. The system has integrated features. Integrating IoT technologies for real-time monitoring such as wastewater analysis and data analytics tools to provide initial forecasting and prediction, with a modern, user-friendly interface.
The IOC-OC model has the advantage of enabling comprehensive and synchronized two-way monitoring and operation from the city level down to districts, wards, and communes . Putting the IOC center into operation will enable leaders at all levels to monitor, manage, make decisions, and oversee the quality of services provided by the city in a holistic manner, leading to efficiency and opportunities for the development of various sectors and socio-economic progress.
