Ho Chi Minh City establishes appraisal council for 4 BOT gateway projects worth nearly 60,000 billion VND.

The BOT projects for the renovation and upgrading of National Highways 1, 13, 22 and the North-South arterial road have a total investment of nearly 60,000 billion VND.

On February 14th, the Ho Chi Minh City People's Committee issued decisions on the establishment of a grassroots-level appraisal council to evaluate the pre-feasibility study reports for four BOT projects to upgrade and expand National Highways 1, 13, 22, and the North-South arterial road.

The establishment of an appraisal council is a new step forward for the four gateway BOT projects implemented under the mechanisms of Resolution 98.

According to the plan, the projects will be submitted to the Ho Chi Minh City People's Council for consideration and approval of the investment policy at the February 2025 session. Following this, the city will proceed with surveying, bidding to select investors, and commencing the projects this year as per regulations.

According to the pre-feasibility study report, the project to upgrade and expand National Highway 13 (from Binh Trieu Bridge to Vinh Binh Bridge) will be widened to 60m with 10 lanes, including 3.2km of elevated road with 4 lanes.

The project has a total investment of approximately 21,724 billion VND (over 14,700 billion VND from the state budget and approximately 7,017 billion VND mobilized by investors).

National Highway 1 (from Kinh Duong Vuong Street to the border of Long An province) will be expanded to accommodate 10-12 vehicles. The project has a total investment of over 16,270 billion VND, of which over 9,611 billion VND comes from the state budget, and the remaining 6,659 billion VND will be mobilized by the investor.

The project to upgrade and expand National Highway 22 from the An Suong intersection to the Ho Chi Minh City Ring Road 3 will involve expanding it to 10 lanes.

The project has a total investment of approximately 10,451 billion VND. In this project, the state budget contributes more than 59% (approximately 6,234 billion VND), with the remainder mobilized by the investor.

Finally, there is the project to upgrade the North-South arterial road (from Nguyen Van Linh road to Ben Luc - Long Thanh expressway). The project has a total investment of 9,894 billion VND, of which the state budget contributes more than 4,679.7 billion VND (47%), and the remainder is from investors.

In the pre-feasibility study report for the projects, the Ho Chi Minh City Department of Transportation stated that the four projects have a very large total investment, nearly 60,000 billion VND.

Therefore, implementing a public-private partnership (PPP) with partial budget support will reduce the burden on public investment capital in a challenging environment, and leverage financial resources from investors. After the capital recovery period, the project will be transferred to the State.

Investing through the PPP method also leverages the technological strengths and management expertise of the private sector.

BOT projects will apply smart toll collection technology .

According to the Ho Chi Minh City Department of Transportation, although the project is implemented under the BOT (Build-Operate-Transfer) model on an existing road, the toll collection method applies to the main road section, not the parallel road. This helps create more options and avoids affecting the lives and daily activities of people in the area.

The projects will apply intelligent transportation technology and automated toll collection (closed toll collection based on length of use), thus ensuring fairness and convenience for service users.
