Ho Chi Minh City is redrawing neighborhood and hamlet boundaries.

On the evening of April 8th, Vo Thi Sau Ward (District 3, Ho Chi Minh City) held a ceremony to announce the resolution of the Ho Chi Minh City People's Council on the establishment, division, merger, and renaming of neighborhoods (referred to as neighborhood reorganization) within the ward.

People who are close to the people

Mr. Pham Dang Nam, Chairman of the People's Committee of Vo Thi Sau Ward, said that 13 old neighborhoods have been divided into 24 new neighborhoods, of which 5 neighborhoods retain their original boundaries. Ward agencies have carried out the dismissal and restructuring of positions in the new neighborhoods, including: Party branch secretary, neighborhood head, head of the Fatherland Front committee, women's association branch leader, youth union branch secretary, neighborhood team leader, and community police officer. At the ceremony, the officials in the 23 new neighborhoods received their appointments and were introduced to the community.

Vice Chairman of the Ho Chi Minh City People's Council Pham Thanh Kien presented appointment decisions to individuals participating in the new neighborhood project in Vo Thi Sau Ward, District 3, on the evening of April 8.

Mr. Nguyen Van Ung (a member of neighborhood group 132, block 2B since 1990) said that people working in the neighborhood group don't do it for money, because the allowances are meager. Previously, Mr. Ung served in the army, and after his discharge, he taught at a university. After more than 34 years of participating in the neighborhood group, what Mr. Ung finds most beneficial is being able to connect with the community and live more responsibly towards society. Those participating in neighborhood groups and residential groups, besides having the time, need dedication, responsibility, and a good understanding of the law to explain it to the residents.

"People's tasks are just everyday matters, nothing major, so those involved must be attentive and close to the people," Mr. Ung shared, suggesting that the local authorities provide training on the operational methods of the neighborhood, otherwise it could easily go wrong.

According to a resolution of the Ho Chi Minh City People's Council, District 3 will reorganize 63 neighborhoods into 112 new neighborhoods. Ms. Nguyen Thanh Xuan, Secretary of the District 3 Party Committee, stated that the reorganization of neighborhoods contributes to improving the efficiency of grassroots administrative management, aiming to build neighborhoods that are close to the people, and streamline the ward apparatus. At the same time, this is also the starting point for the reorganization of wards in the district during the 2023-2025 period, in a way that is practical and meets development trends.

Ms. Xuan informed that neighborhood committees are the grassroots level, the first point of contact with the people, and a bridge between the people and the government. From the early days of the establishment of the revolutionary government (April 30, 1975) to the present, those participating in neighborhood committees have directly propagated and mobilized people to implement the policies and guidelines of the Party and the State; they are always close to the people, staying close to the area, understanding the thoughts and aspirations of the people. "Everyone works tirelessly day and night, not shying away from difficulties and hardships, silently contributing to the overall development of the district. Although their circumstances are different, they all share a common sense of responsibility to the people and a deep emotional connection with them," Ms. Xuan observed.

Ms. Xuan suggested that the wards continue to widely disseminate information to help people understand the significance of the arrangement and public disclosure of administrative boundaries, and organize activities to foster connection between neighborhood management boards and residents. At the same time, attention should be paid to guiding neighborhoods in promptly resolving difficulties and obstacles arising during the implementation of tasks. This includes establishing a mechanism for rotating neighborhood activities in neighborhoods sharing office space, ensuring it is appropriate to the actual situation and tasks.

"During the process of establishing the new neighborhood, it is absolutely essential to avoid disrupting the lives of residents, especially in handling administrative procedures and paperwork related to them," Ms. Xuan demanded.

Rotating use of the headquarters

In mid-March 2024, the Ho Chi Minh City People's Council passed a resolution on the division, merger, establishment, and renaming of neighborhoods and hamlets in the city. Accordingly, Ho Chi Minh City reduced the number of organizations at the ward, commune, and town level from 25,377 to 4,861 neighborhoods and hamlets; including 3,654 neighborhoods and 1,207 hamlets. Each neighborhood has 500 households, and each hamlet has 350 households. Each neighborhood and hamlet has five positions: Party Branch Secretary, Head of the Fatherland Front Committee, Head of the Executive Board, Youth Union Secretary, and Women's Association Head. Through this streamlining of organizations at the ward level, Ho Chi Minh City reduced the number of participants from over 64,000 to nearly 44,000.

Among the 22 districts and Thu Duc City, District 12 was the first to hold a ceremony announcing the Ho Chi Minh City People's Council resolution and launching the new neighborhoods. The ceremony was held simultaneously on April 1st, the day the Ho Chi Minh City People's Council resolution came into effect and also the 27th anniversary of the district's establishment (April 1st, 1997). Accordingly, District 12 reorganized 80 neighborhoods into 339 new neighborhoods. In each ward, the Ward Party Committee issued decisions establishing neighborhood Party branches, appointing Party committee members, and appointing the Secretary and Deputy Secretary of the Party branch for the 2020-2025 term.

Similarly, positions such as interim neighborhood executive board head, front committee head, women's association branch head, and youth union branch secretary were also announced. The ward police chief announced the decision regarding the deployment and assignment of police officers in the new neighborhood. In addition, the remaining political and social organizations and mass associations in the neighborhoods also followed the procedures for establishing branches and appointing personnel in accordance with their regulations and guidelines from the relevant authorities.

Mr. Nguyen Minh Nhut, Chairman of the People's Committee of Binh Tan District, said that from the existing 130 neighborhoods, 10 wards have been divided into 366 neighborhoods. To date, preparations have been completed in terms of both personnel and workplaces. He anticipates some initial difficulties, and the district will organize training classes for the neighborhoods to ensure smooth operation. "An agency with 1-2 new people might be easier to get acquainted with, but when reorganizing neighborhoods, some neighborhoods will be entirely staffed with new people, making it difficult to adapt and understand the work," Mr. Nhut remarked.

Regarding workplaces, previously Binh Tan District had 130 neighborhoods, but only 112 had dedicated office spaces. Therefore, as the number of neighborhoods increased, the shortage of workspaces worsened, with seven neighborhoods even sharing a single location. Mr. Nhut stated that, for the time being, neighborhoods will use office spaces on a rotating basis. In the long term, the district will develop a separate plan to find suitable locations for constructing office buildings for each neighborhood.

For densely populated areas, the issue of office space is the most difficult problem when dividing neighborhoods. In Binh Chanh District, Vinh Loc B commune previously had 16 hamlets, but only 9 had operational offices, while 7 had to rent small, cramped houses from residents. Therefore, when divided into 71 new hamlets from April 1st, the local authorities proposed a mechanism and policy to support the cost of renting offices, ensuring adequate workspace.

According to the plan for implementing the resolution of the Ho Chi Minh City People's Council on the establishment, division, merger, and renaming of neighborhoods and hamlets in Ho Chi Minh City, the announcement of the resolution will be held simultaneously in 312 wards, communes, and towns from April 1 to 15.

Thu Duc City and other districts and counties will select one ward, commune, or town as a pilot location, with the participation of the Standing Committee of the City Party Committee, the Standing Committee of the People's Council, the Standing Committee of the People's Committee, and the Standing Committee of the Vietnam Fatherland Front Committee of Ho Chi Minh City. It is expected that Politburo member and Secretary of the Ho Chi Minh City Party Committee Nguyen Van Nen will attend in Hiep Binh Phuoc Ward (Thu Duc City), the Standing Deputy Secretary of the City Party Committee Nguyen Ho Hai will attend in Binh Chanh Commune (Binh Chanh District), the Chairman of the Ho Chi Minh City People's Committee Phan Van Mai will attend in An Thoi Dong Commune (Can Gio District), and the Deputy Secretary of the City Party Committee Nguyen Phuoc Loc will attend in Ward 3 (District 4) and Ward 10 (District 6).

In addition, localities are also carrying out many activities to express gratitude and reward individuals. It is expected that Ho Chi Minh City will present gifts along with letters of appreciation from the Chairman of the People's Committee of Ho Chi Minh City to 64,309 individuals participating in neighborhood, hamlet, and residential group activities. Regarding the rewards, the People's Committees of wards, communes, and towns will reward individuals who have participated in neighborhood, hamlet, and residential group activities for less than 10 years. The People's Committees of Thu Duc City and districts will reward those who have participated for 10-30 years, while the People's Committee of Ho Chi Minh City will reward those who have participated for 30 years or more.
