Ho Chi Minh City: Managing homeless beggars.

The Chairman of the People's Committee of Ho Chi Minh City has directed relevant units to address the issue of homeless beggars appearing on many streets and areas, causing urban blight and posing a risk of social vices.

On June 2nd, the People's Committee of Ho Chi Minh City issued Document No. 4665/UBND-VX on strengthening the management of homeless beggars and other individuals requiring urgent protection in the city.

According to the document, there have recently been continued cases of children and homeless people begging, affecting urban aesthetics and posing a risk of social vices and jeopardizing public order and safety in the city.

To address this issue, the Chairman of the People's Committee of Ho Chi Minh City instructed the City Police to direct local police forces to strengthen patrols and controls in key areas, and to strictly handle individuals who exploit, incite, or lure children, people with disabilities, and the elderly into begging for profit;

Focus on administrative management of social order and residence management to prevent the emergence of homeless beggars in the area without timely resolution; issue personal identification codes and citizen identification cards to individuals to strengthen management; guide local police to strengthen the handling, documentation, and management of homeless beggars and other individuals requiring urgent protection in the city.

The Chairman of the City People's Committee directed the Departments of Health, Culture and Sports, Tourism, Education and Training, and the Youth Volunteer Force to implement various measures and tasks to address the persistent problem of homeless beggars in many areas of the city.

Specifically, this includes: urging social assistance facilities to strengthen the reception, management, and care of social welfare beneficiaries currently under their care; advising on the issuance of regulations on the management of homeless beggars and other individuals requiring urgent protection; mobilizing the public to participate in implementing a cultured and civilized urban lifestyle and carrying out the "All People Unite to Build a Cultured Life" movement in conjunction with addressing the issue of homeless beggars in residential areas…

The Chairman of the City People's Committee instructed the People's Committees of communes, wards, and special zones to strengthen the review, statistics, and strict management to prevent the emergence of homeless beggars in their areas. They are to organize the management and creation of dossiers to place these individuals in social assistance facilities in accordance with regulations; and to closely coordinate with social assistance facilities in managing and issuing identification documents to these individuals.

Strengthen efforts to encourage food and beverage establishments, entertainment venues, tourist attractions, and religious establishments to commit to preventing vagrants from begging or impersonating street vendors, shoe shiners, or lottery ticket sellers to beg, harass, or pester tourists within their premises and areas under their management. Simultaneously, directly educate and persuade vagrant beggars to voluntarily return to their families, learn a trade, or find suitable employment to stabilize their lives.
