According to a report by the Ho Chi Minh City People's Committee, the work of universalizing education and eradicating illiteracy in Ho Chi Minh City has been implemented synchronously and achieved many outstanding results. As of May 2025, the literacy rate at level 2 among people aged 15-60 reached 99.71%.
The city has achieved a 100% rate of educational institutions meeting the standards for universal preschool education for 5-year-old children, level 3 universal primary education, level 3 universal lower secondary education, and level 2 literacy eradication.

The city has implemented various learning models tailored to the requirements of digital transformation, such as the " Ho Chi Minh City Digital Citizen" program, which helps people access and become familiar with digital applications, online public services, electronic transactions, and cashless payments.
Many wards and communes are piloting models such as "Community Learning Space," "Digital Library," and "Connected Classroom" to expand the learning environment for residents.

By May 2025, 85% of the working-age population will be equipped with basic information literacy and technology skills; 81% of the working-age population will have basic life and social skills; 55% of the population aged 15 and over will have professional and technical qualifications, and 27% will have a university degree or higher.
Specifically for general education, higher education, and vocational education institutions, the percentage of institutions implementing digital transformation has exceeded the set targets.
Specifically, 100% of universities have implemented digital university programs and developed digital learning materials; 98% of general education institutions have implemented management, teaching, and learning activities in a digital environment; and 60% of continuing education institutions and 100% of vocational education institutions have implemented online management, teaching, and learning activities.
The above results have helped Ho Chi Minh City exceed its digital transformation targets in the education sector by 2025, becoming the leading locality nationwide in terms of speed and scale of digital education implementation.
Notably, on February 14, 2024, the United Nations Educational, Scientific and Cultural Organization (UNESCO) officially recognized Ho Chi Minh City as a member of the "Global Learning Cities Network," contributing to enhancing Ho Chi Minh City's image on the international stage.

Speaking at the ceremony, Vice Chairman of the Ho Chi Minh City People's Committee Tran Thi Dieu Thuy requested that localities strengthen the Steering Committee for building a learning society at all levels. At the same time, she urged attention to training and improving the capacity of officials in charge of building a learning society, meeting the requirements of the new management model; and developing a specific mechanism for building a network of learning collaborators in wards, communes, and special zones.
Furthermore, localities are promoting decentralization and delegation of authority to grassroots units in organizing community learning activities; accelerating digital transformation, building a shared digital learning resource system, developing online learning platforms and open libraries to serve the people; mobilizing social resources, and expanding international cooperation in the activities of UNESCO's Global Learning Cities Network.
On this occasion, the Ho Chi Minh City People's Committee awarded certificates of merit to 55 collectives and 34 individuals for their outstanding achievements in implementing the "Building a Learning Society Project giai đoạn 2021-2030" and the emulation movement "The whole country builds a learning society, promotes lifelong learning giai đoạn 2023-2030" in Ho Chi Minh City.
