The Ho Chi Minh City People's Committee has just issued a decision on the restructuring and reorganization of the grassroots healthcare system in the city.
Accordingly, 38 regional health centers (managing 168 health stations) under the Department of Health will be reorganized into 168 commune, ward, and special zone health stations under the People's Committees of communes, wards, and special zones, officially operating from January 1, 2026.
Specifically, 25 regional health centers without inpatient beds under the Department of Health will transfer all personnel, medicines, medical supplies, assets, remaining legitimate financial resources, and all eligible financial rights and obligations to commune-level health stations.
After the transfer is completed according to the approved plan, these 25 medical centers will cease operations when 168 commune, ward, and special zone health stations under the People's Committee of the commune level are officially established from January 1, 2026.
During the transition period, regional health centers without inpatient beds may continue to use their existing seals for a period not exceeding 90 days from January 1, 2026, to complete outstanding tasks as prescribed.
At the same time, these units are not allowed to undertake new tasks, sign new contracts, or carry out activities beyond their scope of responsibility, and must complete all remaining tasks.
For the 13 regional health centers with inpatient beds, these units will transfer a portion of their personnel, medicines, medical supplies, assets, and legitimate financial resources to commune-level health stations according to the approved arrangement plan.
The remaining personnel, facilities, assets, finances, liabilities, and rights and obligations of regional health centers with inpatient beds will continue to be maintained to perform the functions of outpatient and inpatient treatment at the grassroots level and other professional tasks as prescribed.
The Ho Chi Minh City People's Committee has assigned the Department of Health to develop a roadmap for converting regional health centers with inpatient beds into hospitals or second facilities of hospitals, in accordance with the city's healthcare network plan in the coming period.
According to the decision, 13 regional medical centers with inpatient beds include Thuan An, Di An, Tan Uyen, Ben Cat, Dau Tieng, Phu Giao, Bau Bang, Bac Tan Uyen, Phu My, Chau Duc, Ho Tram, Long Dat, and the Con Dao Special Zone Military-Civilian Medical Center.

These units are responsible for completing the inventory, verification, and handover of financial records, assets, land, and all rights and obligations related to the functions and tasks transferred to the commune-level health station. The deadline for completing the handover is no more than 60 days from January 1, 2026.
The Ho Chi Minh City People's Committee has assigned the Ho Chi Minh City Social Insurance agency to guide, coordinate, and create conditions for people with health insurance cards to receive full reimbursement and benefits from health insurance when undergoing medical examinations and treatment at commune-level health stations, as stipulated by regulations.
At the same time, relevant agencies are responsible for promptly resolving any difficulties arising during the implementation process, ensuring that health insurance-covered medical examinations and treatments at commune, ward, and special zone health stations run smoothly and continuously, without interrupting the rights of the people.
