The victory on April 30, 1975 ended the longest and most fierce war in modern Vietnamese history (1954-1975), and was a great turning point in the nation's journey of building and defending the country. It was a victory of mettle, faith, will, and aspiration for independence, freedom, and national unity; it was the fruit of the Vietnamese people's ideals and iron determination for a unified country that cannot be divided by any force; it was a victory of the truth: "Vietnam is one, the Vietnamese people are one. Rivers may dry up, mountains may wear away, but that truth will never change."

The 50th anniversary of the complete liberation of the South and national reunification takes place at a historical moment of special significance, when our entire Party, army and people are accelerating, making breakthroughs, completing the targets and tasks set by the 13th National Congress of the Party, conducting Party congresses at all levels towards the 14th National Congress of the Party. This is also the time when our Party determines: The country is carefully prepared, ready to firmly enter a new era - the era of the Vietnamese nation's rise, for peace , independence, democracy, wealth, prosperity, civilization, happiness, firmly moving towards socialism; all Vietnamese people are fully developed, have a prosperous and free life, catch up, progress together, stand shoulder to shoulder with the world powers; contribute to creating a comprehensive strength to protect the Fatherland early, from afar and actively contribute to maintaining and creating peace and stability in the region and the world.

With respect, national pride and political responsibility at the threshold of history, more than ever, each of us needs to continue to promote the tradition of solidarity and patriotism; turn each person's aspirations into a combined strength, join hands and unite to overcome difficulties and challenges, seize new opportunities and fortunes, and be determined to successfully build a Vietnam with rich people, strong country, democracy, fairness, civilization, prosperity, happiness, and steadily move towards socialism; increasingly enhance the country's position and prestige in the international arena; therefore, it is necessary to focus on:

Improving the leadership and governing capacity of the Communist Party of Vietnam; building a Party that is "ethical and civilized" and a truly clean and strong political system; fundamentally innovating the leadership, management and operation methods of the Party and State are the leading factors determining the success of the work of creating a new era - the era of the Vietnamese nation's rise;

Strong innovation in thinking and development aspirations is a breakthrough, paving the way for the Vietnamese people to enter the era of rising up;

Strong institutional breakthroughs, unleashing innovation and all development potential;

Resolutely and effectively carry out the revolution in organizing a lean, compact, strong, efficient and effective apparatus; associated with improving the quality of the staff and civil servants, meeting the requirements of the new era;

Promoting the digital transformation and information technology revolution; creating a leap forward in the development of productive forces, forming digital production methods as a lever to help the country take off, speeding up the process of creating and building socialism in Vietnam;

Mobilizing and optimally exploiting resources, especially the solidarity strength of the entire Party, the entire people, and the entire army; and the qualities of the Vietnamese people to create an invincible strength to develop the country and firmly protect the Fatherland;

Combining national strength with the strength of the times, maximizing internal strength, combining external strength to "internalize" to create a comprehensive strength to keep up with and advance with the times, promoting Vietnam's soft power;

Protect the Fatherland early, from afar, before the country is in danger; consolidate and strengthen the all-people national defense, the all-people national defense posture, the people's security, the people's security posture organically linked with a solid "people's hearts posture", new thinking about defense zones, military zone defense posture suitable to new conditions; build a revolutionary, disciplined, elite, modern People's Army and People's Police; a strong, widespread militia and self-defense force...

Enhance flexible and creative foreign relations "Respond to all changes with the unchanging"; consistently implement an independent, self-reliant, peaceful, friendly, cooperative and developmental foreign policy; diversify and multilateralize foreign relations. Ensure the highest national interests on the basis of the fundamental principles of the United Nations Charter and international law, equality, cooperation and mutual benefit. Combine national strength with the strength of the times, proactively and actively integrate comprehensively and deeply into the international community; Vietnam is a friend, a reliable partner and an active and responsible member of the international community in the era of the Vietnamese nation's rise;

For cadres and party members, in the face of new requirements on awareness, thinking and level of science, technology, innovation and creativity, it is required that cadres and party members always have a strong political stance, pure moral qualities; dare to think, dare to speak, dare to do, dare to take responsibility, dare to innovate, dare to break through for the common good; wholeheartedly serve the Fatherland and serve the people, always put the interests of the nation, the people and the interests of the people above all else. Only then can each of us continue to multiply national pride and fulfill our responsibilities to the Fatherland and the people, worthy of being public servants as instructed by beloved President Ho Chi Minh.

Creating a new era, an era of national advancement, is a great undertaking that encompasses many great and complicated tasks. The entire Party, the entire army, and the entire people must strive to successfully achieve the goal of building a rich, prosperous, civilized, happy Vietnam, steadily advancing toward socialism.

Excited and proud after 50 years of liberating the South and unifying the country, as well as the great and historic achievements after 40 years of renovation, we are completely confident that the Vietnamese people will develop richly and prosperously. Each of us in different positions needs to continue to fulfill all assigned tasks, together with the entire Party, the entire army and the entire people, ready to enter the era of the rise of the Vietnamese nation, civilized, humane and heroic.
