On June 20, Mr. Nguyen Long Bien, Provincial Party Committee Member, Vice Chairman of the Provincial People's Committee chaired a meeting to listen to the report on the results of the implementation of the National Target Program (NTP) on sustainable poverty reduction in the first 6 months of 6, solve difficulties and obstacles in the implementation process, and set out tasks and solutions in the coming time. Attending were representatives of leaders of departments, branches and localities.
In the first 6 months of the year, the NTP on Sustainable Poverty Reduction has performed 4/9 main tasks to ensure the assigned schedule. The standing agency has coordinated with relevant agencies to advise fully on guiding documents, directing the implementation in a timely manner, especially the instructions for Projects 2 and 3 of the program. Up to now, the total disbursement of funds for the implementation of the National Program on Sustainable Poverty Reduction has been VND 62,14 billion/204,216 billion VND, reaching 30,48%.

The current difficulty is that some localities have not yet implemented livelihood support activities that directly affect households; capital allocation for production development is still scattered and small. The program is implemented with many capital sources, projects, sub-projects, many documents, causing confusion for the implementation; Primary vocational training implemented with funds from the Poverty Alleviation Program met with many difficulties. Thereby, sectors and localities proposed solutions to continue to remove difficulties and implement the program in the coming time.
Speaking at the conclusion of the meeting, Mr. Vice Chairman of the Provincial People's Committee proposed the Department of Labor, War Invalids and Social Affairs - the standing agency of the National Targeted Program on Sustainable Poverty Reduction, to submit to the competent authorities to amend and supplement criteria and norms for allocation of central budget capital and the proportion of reciprocal capital of local budgets to implement the program; coordinate with relevant departments, branches and localities to review the remaining funding sources and report to the Provincial People's Committee to propose the appropriate transfer; provide guidance on methods, processes and procedures for program implementation in accordance with regulations. Bac Ai district urgently implements Project 2 on livelihood diversity, poverty reduction model development and capital disbursement. Departments and branches are the governing bodies of projects and sub-projects under the program, based on their assigned functions and tasks to deploy and guide their affiliated units and localities to effectively implement projects and sub-projects managed by the unit, ensuring the disbursement progress of non-business capital in 2023 under the direction of the Provincial People's Committee.
