This afternoon, January 26th, the Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, Vo Van Hung, chaired a conference to summarize the work on national defense and security and infrastructure development in 2023 and to implement directions and tasks for 2024. The report presented at the conference stated: In 2023, the global , regional, and domestic situations witnessed many complex developments, affecting the implementation of national defense and security tasks in the province. However, under the leadership of the Provincial Party Committee and the Provincial People's Council, the direction of the Provincial People's Committee, the coordination of departments, agencies, mass organizations, and localities, along with the efforts of officials and people of the province, difficulties were overcome and the set targets and plans were completed.
In the field of national defense, the provincial and district-level civil defense exercises in Vinh Linh, Huong Hoa, Trieu Phong, and Dong Ha City were successfully organized, ensuring absolute safety and receiving an excellent performance rating from the 4th Military Region's Exercise Steering Committee. In addition, the combat readiness mission was strictly maintained.
Combat readiness training was carried out according to plan and with high efficiency, while also doing a good job in military service registration, recruitment, building militia forces, and national defense education in accordance with regulations.

The border guard force has thoroughly implemented directives and orders regarding the protection of territorial sovereignty , national border security, and the building of a people's border defense system. This includes maintaining 100% of personnel on duty 24/7 at checkpoints and posts, while regularly patrolling, managing, and closely monitoring the area.
Proactively monitor the situation and implement plans and strategies to combat and prevent all types of crimes both domestically and internationally, especially crimes related to the illegal trafficking and transportation of drugs, explosives, illegal fireworks, smuggling, and commercial fraud. Strongly and effectively implement the nationwide movement to participate in protecting national territorial sovereignty and border security in the new situation.
The field of maintaining security and order has always been proactive, implementing solutions to combat and prevent crime from afar, while regularly launching intensive campaigns to attack and suppress crime. As a result, the crime rate has decreased compared to 2022, especially with no particularly serious cases occurring; traffic accidents have decreased significantly in all three criteria, with no particularly serious accidents occurring; the number of fires and explosions has increased, but most fires are minor, causing low damage and no casualties.
The above results are thanks to the comprehensive and robust foundation-building work, as outlined in Directive No. 36/2005/TTg dated October 27, 2005, of the Prime Minister, which has been implemented seriously and effectively, contributing to improving the quality of operation of the grassroots political system, enhancing leadership capacity and fighting strength, and meeting the requirements of tasks in the new situation.
In particular, the coordination between the Public Security, Military, and Border Guard forces, as stipulated in Government Decree No. 03/2019/ND-CP dated September 5, 2019, has become increasingly effective, contributing to improved forecasting quality, accurate situational awareness, proactive prevention and deterrence from afar, and effective mobilization of the people to participate in the nationwide movement to protect national security, building a people's security posture linked to a strong national defense and border defense posture.
Besides the achievements, the conference also discussed and pointed out difficulties and shortcomings such as the fact that intelligence gathering and territorial management were sometimes not comprehensive; national defense education and the nationwide movement to protect national security in some localities and units lacked depth. Criminal activity remains complex, especially the increase in drug-related crimes; the buying, selling, and transporting of explosives and firecrackers are becoming more frequent, particularly during the days leading up to the Lunar New Year; and fraud and cybercrime are becoming increasingly sophisticated and complex.
The conference outlined a set of tasks and solutions, including strengthening efforts to promptly understand, monitor, and forecast the situation in the area.
Proactively develop and implement plans to combat, prevent, and thwart all conspiracies and violations.
Enhance the effectiveness of coordination among the three forces: Military, Police, and Border Guard.
Improve the quality of building strong grassroots organizations at the commune, ward, and town levels.
Effectively implement the task of protecting the sovereignty of borders, territories, and islands.
Building increasingly strong, elite, modern, and professional armed forces.
Implement effective military, border guard, and security foreign affairs work.

In his concluding remarks at the conference, Chairman of the Provincial People's Committee Vo Van Hung highly appreciated the efforts of the armed forces and local departments and agencies in implementing tasks to ensure national defense and security and build infrastructure. He also assessed the groups of tasks discussed, developed, and agreed upon at the conference. In addition, he provided forecasts and general developments regarding the national defense and security situation in the coming period.
To effectively fulfill the tasks of ensuring national defense and security and building infrastructure in 2024, Chairman of the Provincial People's Committee Vo Van Hung requested heads of agencies, units, and departments in the province to focus on directing and organizing the effective implementation of the following tasks: Thoroughly understanding, disseminating, and effectively implementing the policies, resolutions, and directives of the Central Government and the Provincial Party Committee on national defense and security; and decisively and effectively implementing the policies and resolutions of the Central Government and the province on ensuring and strengthening national defense and security potential, economic recovery, and improving the lives of the people.
Continue to build strong provincial, district, town, and city-level defense and civil defense zones. Maintain and enhance combat readiness; organize effective defense zone exercises for Con Co Island district; conduct defense combat exercises at the commune, ward, and town levels during the 2020-2025 term; and conduct flood and storm prevention, search and rescue exercises in Cam Lo district. Strengthen the work of accurately and correctly monitoring and forecasting the situation, and implement comprehensive measures to protect national security and maintain social order and safety, including ensuring internal political security, cultural and ideological security, religious and ethnic security, cybersecurity, and rural security...

Advising Party committees and authorities at all levels to effectively resolve disputes and complaints among the people, preventing the emergence of "hot spots" of security and order. Regularly launching intensive campaigns to attack and suppress all types of crime; organizing effective prevention and combat against all types of crime, especially organized crime, criminal offenses, drug trafficking, economic crimes, human trafficking, high-tech crimes, and illegal lending activities; maintaining patrols and controls to ensure traffic safety and order.
Strengthen and improve the effectiveness of managing and protecting border sovereignty, territory, and islands; effectively handle issues related to national border markers and control systems at border gates and seaports. The armed forces will closely coordinate in carrying out tasks related to national security, ensuring social order and safety, combating crime, and national defense. Maintain friendly cooperative relations with the provinces of Savannakhet, Salavan, and Champasac (Laos); effectively implement programs signed between the province's armed forces and their counterparts, especially the Project on "Enhancing the capacity of border protection forces in the two provinces of Savannakhet and Salavan (Laos), 2023-2027".
On this occasion, Chairman of the Provincial People's Committee Vo Van Hung awarded certificates of commendation to 18 collectives and 28 individuals for their outstanding achievements in ensuring national defense and security and building a strong foundation in 2023.
