Building a land database is a crucial solution for improving the efficiency of state management in the field of land. Recognizing the role and importance of this task, for many years, Trieu Son district has proactively implemented land surveying, mapping, cadastral record keeping, and the issuance of land use right certificates to organizations and individuals as required by the "Overall Project for Building a Cadastral Record System and Land Management Database in Thanh Hoa Province".

The project "Overall construction of the cadastral record system and land management database of Thanh Hoa province" was implemented according to Decision No. 4013/QD-UBND dated December 11, 2008, of the Provincial People's Committee and adjusted according to Decision No. 2451/QD-UBND dated August 2, 2012, of the Provincial People's Committee. Immediately after the project was approved, the Department of Natural Resources and Environment (TN&MT) approved the technical design and detailed cost estimates for each selected commune and town. In Trieu Son district, in 2013, 36 communes and towns (now 34 communes and towns) had their cadastral records surveyed and compiled. According to Nguyen Thi Xuan, Head of the Department of Natural Resources and Environment of Trieu Son District: "To ensure the effective construction of the land cadastral record system in communes and towns, the district has directed localities and specialized departments to base their work on the currently used cadastral maps and relevant legal documents on administrative boundaries to determine the areas requiring adjustment. In addition, before detailed surveying, surveying officers coordinate with local authorities to request land users to provide relevant documents related to the land parcel, and also coordinate with neighboring land users to determine land boundaries. As a result, by 2015, 100% of communes and towns in the entire district had completed the surveying, compiled land cadastral records, and proceeded to issue and exchange land use right certificates for households."
In fact, integrating the results of land use right certificate issuance is one of the important tasks for the effective operation of the land database. Therefore, in the process of achieving the goals set out in the Project "Overall construction of the cadastral record system and land management database of Thanh Hoa province", the district always links the work of surveying and mapping, preparing cadastral records with the issuance of land use right certificates. In this task, the district requires communes and towns to strengthen the dissemination of regulations on the Land Law so that land users understand and correctly fulfill their responsibilities in land registration. At the same time, it organizes intensive campaigns, assigns specific tasks to each sector and unit to implement tasks and solutions synchronously and promptly, and resolves difficulties and obstacles in the process of issuing land use right certificates in each locality. According to statistics, to date, the number of land use right certificates issued throughout the district has reached 93.09%, with a total of 117,149 certificates. In 2023 alone, the district issued 6,806 land use right certificates; of which 925 were first-time issuances, exceeding the plan by 0.4%. From the beginning of 2024 to date, the district has issued 312 first-time land use right certificates covering an area of 15.24 hectares.
However, according to the assessment from the District Department of Natural Resources and Environment, despite the achievements, the implementation of land use right certificate issuance in the area still faces difficulties and obstacles. For example, it is difficult to determine the financial obligations of households, especially in cases of land transferred illegally or land from former state farms. Some communes and towns have not shown decisive leadership in resolving outstanding issues. In particular, in some localities, there are still plots of land that are difficult to issue certificates for due to reasons such as land acquired through unofficial transfers of land use rights; land with unclear origins; and internal family disputes.
To overcome these difficulties and obstacles, Trieu Son district has been implementing many solutions such as: strengthening the dissemination of land law, raising people's awareness of complying with the law, voluntarily declaring and registering land according to regulations; developing plans to resolve outstanding land plots that have not yet been granted land use right certificates... Along with that, the district is accelerating the surveying and mapping, declaration and registration for land use right certificates, and building a database for forest land in 16 communes and towns.
