Chairman Kim Jong-un personally supervised the test on September 18, in an effort to upgrade weapons capabilities to counter the serious threat from foreign powers. The leader emphasized "the need to continue strengthening nuclear forces and possessing the most powerful military technical capabilities, while increasing the ability to launch overwhelming attacks in the field of conventional weapons."
According to KCNA, the tactical ballistic missile that was just tested is the Hwasongpho-11-Da-4.5, one of several short-range ballistic missiles being developed by the country. The Hwasongpho-11-Da-4.5 was fitted with a super-large conventional warhead weighing 4.5 tons. North Korean media also reported on tests of the same missile in July, which Pyongyang then considered partially successful.

Yesterday, KCNA released images showing a missile striking a target in a mountainous area. On the same day, Yonhap, citing a South Korean military announcement, reported that two ballistic missiles landed in mountainous areas in northeastern North Korea. Speaking to Reuters, Shin Seung-ki, an expert at the Korea Institute for Military Analysis, suggested that this appears to be the first time North Korea has publicly announced a missile launch targeting a land-based objective. Pyongyang frequently fires test missiles into the sea or onto uninhabited islands.
