1. Where do I report the loss of my ordinary passport?
Specifically, Clause 2, Article 28 of the Law on Exit and Entry of Vietnamese Citizens 2019 (amended 2023) stipulates the cancellation of the validity of a lost ordinary passport that is still valid as follows:
- Within 2 working days from the date of discovering the loss of a regular passport, the person who lost the passport must directly submit or send a lost passport report form to the Immigration Management Agency or the District/Commune Police or a Vietnamese representative agency abroad where convenient, or the immigration control unit at the border gate, or electronically through the national public service portal or the Ministry of Public Security 's public service portal.
In cases of force majeure, the deadline for submitting or sending a lost property report may be longer, but the report must specifically explain the reason for the force majeure.
- Within one working day from the date of receiving a report of a lost ordinary passport, the receiving agency is responsible for notifying the Immigration Department of the Ministry of Public Security and the applicant using the prescribed form. Within one working day from the date of receiving the notification, the Immigration Department of the Ministry of Public Security shall invalidate the passport.
Therefore , you can report the loss of a regular passport at the following locations:
- Immigration and Border Control Agency;
- District and commune-level police;
- Vietnamese representative offices abroad where convenient;
- Immigration control unit at border crossings;
- National Public Service Portal;
- The Ministry of Public Security's public service portal.
2. Procedures for restoring the validity of a lost ordinary passport.
Based on Article 32 of the Law on Exit and Entry of Vietnamese Citizens 2019 (amended 2023), the restoration of the validity of ordinary passports is stipulated as follows:
- A regular passport that was invalidated due to loss within the country may be considered for reinstatement if it is found intact and has a valid visa issued by a foreign country.
- Applicants requesting the restoration of passport validity must fill out the application form attached to the passport and submit it directly to the Immigration Department of the Ministry of Public Security or the Immigration Department of the provincial Public Security where convenient, or electronically through the national public service portal or the Ministry of Public Security's public service portal.
- The assigned person is responsible for receiving, checking, and comparing the information in the application form with the information in the passport and issuing a receipt with the date for receiving the results.
- The process of reinstating the validity of a regular passport is carried out at the Immigration Department of the Ministry of Public Security.
- Within 3 working days from the date of receiving the request, the Immigration Department of the Ministry of Public Security shall return the passport with its validity restored to the applicant; if the request to restore the passport's validity is not approved, a written response stating the reasons must be provided.
Within 05 working days from the date of receiving the request, the Provincial Public Security Immigration Management Agency shall return the passport with its validity restored to the applicant; if the request to restore the passport's validity is not approved, a written response stating the reasons must be provided.
