After half a day of scientific , urgent, serious, focused, and democratic work, demonstrating high responsibility to voters and the people of the entire province, the 21st session (special session) of the 14th Provincial People's Council concluded successfully. The urgent resources and policies decided at the session serve as important "support" for people and businesses to overcome the difficult period, stabilize their lives, and restore production and business activities.

1 trillion VND to compensate for damages.
Typhoon No. 3 (Yagi), the strongest in the East Sea in the past 30 years and on land in Vietnam in the past 70 years, possessed unprecedented characteristics and caused immense destruction, resulting in extremely serious damage to people, property, crops, livestock, and economic infrastructure. It significantly impacted the material and spiritual lives of the people and business activities in the affected areas. The total property damage caused by Typhoon No. 3 is estimated at nearly 25,000 billion VND, accounting for half of the total damage nationwide. This is an extremely heavy and painful loss, greatly affecting the material and spiritual lives of the people and business activities, especially agriculture, tourism, and services.
In the face of the immense damage caused by Typhoon No. 3, with a spirit of self-reliance, self-strength, and a high sense of responsibility, the proactive, decisive, and strenuous efforts of the entire political system, Quang Ninh province has focused its utmost efforts and urgency to lead, direct, and organize the rapid and effective implementation of measures to quickly address the consequences and prepare response plans for heavy rainfall due to the post-typhoon circulation, following the "3 before," "4 on-site," and proactive approaches from afar, early, and at the grassroots level. Besides continuing to focus on leading and directing the recovery from the aftermath of Typhoon No. 3, the province has also quickly researched and developed several emergency policies within the authority of the Provincial People's Council and approved them at the 21st session of the Provincial People's Council to promptly alleviate difficulties and support people and businesses, helping them overcome the consequences and quickly restore production and business activities after the typhoon.
Despite the short preparation time, the urgency, and the large workload, the contents presented at the Session were meticulously prepared and thoroughly reviewed, reflecting the spirit and responsibility of the various sectors, agencies, units, and localities.

Expressing her views on the policies presented at this session, delegate Vu Thi Dieu Linh, Head of the Culture and Social Affairs Committee and Head of the Quang Yen Town Delegation, stated: The draft resolutions presented at this session were carefully studied and discussed by the delegates, especially the specific mechanisms and policies of the province to overcome damage and stabilize people's lives after typhoon No. 3. These contents are very important, truly necessary, and consistent with the Party's guidelines and policies, the State's laws and regulations, as well as the practical situation of the province, contributing to the implementation of social welfare work.
The contents presented at the Session received high consensus from the delegates, especially the allocation of 1,000 billion VND from the aforementioned reduced budget and supplementary provincial and central budgets to compensate for land acquisition costs in Quang Ninh province to overcome the consequences of Typhoon No. 3 and implement social welfare policies, along with specific mechanisms and policies to encourage and share the losses of people and businesses caused by Typhoon No. 3 and to partially support people and businesses in stabilizing their lives as soon as possible, such as: housing support, increased social protection, tuition fee exemption for students, and support for salvaging ships and boats sunk by Typhoon No. 3.
Representative Nguyen Thi Tuyet Hanh, from the Tien Yen-Binh Lieu-Ba Che delegation, Secretary of the Binh Lieu District Party Committee, affirmed: Organizing a specialized session of the Provincial People's Council to discuss and decide on mechanisms, policies, and resource allocation to promptly and effectively address the consequences of Typhoon No. 3 is extremely necessary and truly meaningful. In particular, the agreement to adjust and reduce the allocated recurrent expenditure budget of the provincial budget for units and localities due to cost savings, where units no longer need or are unable to implement the necessary measures, in order to allocate 1,000 billion VND from the aforementioned reduction and supplementary provincial and central budgets to compensate for land acquisition costs in Quang Ninh province to address the consequences of Typhoon No. 3, the subsequent floods, and implement social welfare policies, is highly appreciated. Voters and people in the province are extremely pleased with the province's timely attention.
Representative Vu Dinh Nhan, from the Cam Pha City delegation and Head of the Cam Pha City Department of Internal Affairs, stated: Along with the support policies stipulated by the central government, the Provincial People's Committee's submission to the Provincial People's Council of a Resolution on measures to support the recovery of the consequences of Typhoon No. 3 in the province is extremely timely and necessary to stabilize the lives and livelihoods of the people and restore production and business development in the area. I hope that after the resolution is issued, the Provincial People's Committee will quickly direct relevant departments and agencies to promptly issue specific guidelines on the subjects, conditions, procedures, and processes for support to facilitate the application by localities. At the same time, it is essential to ensure that the support policies are implemented promptly, effectively, transparently, and correctly to the affected individuals, in accordance with the law.

The Provincial People's Council session passed five resolutions with the unanimous consent of 100% of the provincial People's Council delegates. The policies implemented all prioritize the people and aim to stabilize their lives. For example: A measure to provide 100% tuition fee support for preschool children, primary and secondary school students, and students in continuing education programs at the secondary level studying at educational institutions in Quang Ninh province, excluding primary school students in public schools and those already receiving tuition fee support under provincial regulations, for the 2024-2025 school year. This policy aims to share difficulties, provide support, and reduce the financial burden on parents and students, enabling schools to maintain student enrollment and attendance. This is the third time the policy on tuition fee support for students has been discussed and approved by the Provincial People's Council, further affirming the province's special attention and care for the cause of education and training, and encouraging students to strive and study with peace of mind.
Due to the impact of Typhoon No. 3, thousands of houses had their roofs blown off or were completely destroyed; thousands of boats and ships capsized or sank… The Provincial People's Council unanimously approved measures to support the construction and repair of houses according to Resolution No. 21/2021/NQ-HĐND, with a support level of VND 100,000,000 per household for the cost of building new houses for households whose houses were destroyed, collapsed, or severely damaged beyond repair and require reconstruction; and VND 50,000,000 per household for households whose houses were severely damaged to the point that the remaining part is uninhabitable. Partial financial support will be provided for salvaging fishing vessels registered in Quang Ninh province that sank due to Typhoon No. 3 in 2024. The support level is 50,000,000 VND per vessel for those 12 meters or longer, and 15,000,000 VND per vessel for those between 6 and under 12 meters... This will help disadvantaged households stabilize their lives and quickly restore their production and business activities.

Mr. Dinh Van Phang (Co To district) said: "Typhoon No. 3 swept through Co To, sinking our fishing boat – our family's only means of livelihood. My family is also facing great difficulties in finding a way to salvage the boat because the cost is very high, beyond our means. The 21st session of the Provincial People's Council approved a policy to partially support the cost of salvaging fishing boats used for fishing, aquaculture, and fisheries logistics services in the sea and coastal areas of the province that sank due to Typhoon No. 3. Fishermen like me are truly touched and grateful for the province's concern. Although it's only a partial support, it helps fishermen have more funds to overcome the damage after the storm, continue going out to sea, and stabilize their lives."
In addition, the Resolution on amending and supplementing certain provisions in Article 1 of Resolution No. 21/2021/NQ-HĐND dated July 16, 2021, of the Quang Ninh Provincial People's Council, which stipulates social assistance policies for social protection beneficiaries and other disadvantaged groups in Quang Ninh province, was amended and supplemented in Clause 1, Article 1 of Resolution No. 8/2022/NQ-HĐND dated December 9, 2022, of the Provincial People's Council and was passed with high consensus by the delegates of the Provincial People's Council. The provincial social assistance standard has been raised to 700,000 VND/month (higher than the central government's stipulated level), ensuring compliance with legal regulations and the practical situation of the province after Typhoon No. 3, which directly affected the lives of over 1 million people in Quang Ninh, including 46,000 people receiving monthly social assistance who are from poor and near-poor households, social welfare beneficiaries, and other disadvantaged groups in the province, whose main source of income is monthly social assistance. This further affirms the province's comprehensive attention, leadership, and guidance towards disadvantaged groups, contributing to social stability and promoting socio-economic development of the province, and improving the quality of life for the people in general, and social welfare beneficiaries in particular.

Over 1 trillion VND, along with crucial mechanisms, policies, and urgent measures, have been decided upon as vital support to help people and businesses recover quickly after the storm. To ensure these policies are implemented as quickly and effectively as possible, reaching the affected parties, high determination and great effort from the entire political system and the people of the province are needed.
Emphasizing the tasks following the Session, Comrade Vi Ngoc Bich, Standing Vice Chairman of the Provincial People's Council, requested: With very little time remaining in 2024, while the volume of regular work is very large and many key and urgent tasks must be implemented, requiring all levels, sectors, localities, agencies, and units, especially their leaders, to be determined, make efforts, and act decisively, effectively, and with a focus on key priorities in carrying out the tasks of 2024; We must continue to maximize the strength of the entire political system, promote unity, creativity, "Discipline and Solidarity," high determination, great efforts, self-reliance, and self-strength, while also promoting the cultural values of the people of Quang Ninh, to work together to quickly and effectively overcome the damage caused by Typhoon No. 3, restore activities to a new normal, revive production and business activities, promote socio-economic development, and maintain our position and role as one of the leading provinces in the innovation process of the Northern Delta region, a growth pole of the Northern region.
