
Quang Ninh province possesses a large forest area, diverse ecosystems, and significant potential. To protect and leverage these advantages, the province has issued numerous specific mechanisms and policies. A prime example is Resolution No. 19-NQ/TU dated November 28, 2019, of the Provincial Party Committee's Standing Committee, "On the sustainable development of forestry in Quang Ninh province until 2025, with a vision to 2030," which aims to create fundamental and profound changes in the awareness, responsibility, and actions of Party committees, government agencies, the political system, the business community, and the entire society regarding the crucial role of forests and forest land. To realize Resolution No. 19-NQ/TU, the Provincial People's Committee issued Plan No. 64/KH-UBND (dated April 6, 2020) on implementing several aspects of the sustainable forestry development project in 2020, allocating 55 billion VND for 15 forestry development initiatives. This includes implementing projects to mark forest boundaries; developing sustainable forest management plans for special-use and protection forests...

Since 2021, the Provincial People's Council has issued Resolution No. 337/2021/NQ-HĐND on a number of specific policies to encourage sustainable forestry development. On July 10, 2024, the Provincial People's Council issued Resolution No. 37/2024/NQ-HĐND replacing Resolution No. 337, further supplementing policies, adding to the list of beneficiaries of production support policies, expanding the scope of support, and increasing the preferential loan amount... At the mid-year regular session in 2025, the Provincial People's Council approved Resolution 59/2025/NQ-HĐND stipulating the level of support for forestry investment with a total budget of over 112 billion VND/year. In 2025, the provincial budget allocated funds for forest protection for nearly 78,700 hectares with a total allocation of approximately 29.1 billion VND; Of which, the area of protective forest is over 47,600 hectares... During the year, the Forest Protection Sub-Department (Department of Agriculture and Environment) advised and submitted to the Provincial People's Committee for approval the conversion of 65.96 hectares of natural protective forest and 11.51 hectares of planted protective forest; exceeding the 5-year target of the Project to plant 1 billion trees in the province, with a total area of planted protective forest of nearly 3,900 hectares.
The province's policies have attracted the attention and responsible participation of the people. In Quang Duc commune, forest management is being implemented seriously by the local authorities. The commune is also promoting sustainable forest economic models, encouraging people to plant high-quality forests, combined with the exploitation of medicinal plants and ecotourism. All adjustments related to forest land are closely monitored to ensure that they do not affect the area of protective forests and natural forests. In 2025, the entire commune planted over 240 hectares of new forest, exceeding the planned target. Under the forest canopy, people also developed models for growing medicinal plants, raising the total value of forestry production for the whole year of the commune to nearly 7.4 billion VND.
The protective forests in Quang Ninh are not only being protected but also being "enriched" year after year through intercropping, supplementary planting, and new planting to combat degradation. The Provincial People's Committee has also issued numerous directives on forest management, protection, and fire prevention. The heads of agencies, units, and localities are held directly responsible if deforestation, forest fires, or illegal logging occur within their assigned areas of responsibility, authority, and duties.
Implementing the Project to Plant One Billion Trees in the period 2021-2025 (approved by Decision 524/QD-TTg dated April 1, 2021 of the Prime Minister), over the past five years, ministries, localities, organizations and individuals nationwide have actively implemented tree planting and reforestation programs, creating a widespread movement. After 5 years of implementation, the whole country has planted over 1.439 billion trees, exceeding the set target by 43.9%. Many localities have chosen to plant woody and perennial trees in protective forests to effectively protect soil, conserve water, combat desertification, and improve the ecological environment.
