Hoang Dinh Giong Political School, formerly Cao Bang Provincial Party School, was established on July 1, 1948, in the fierce moment of the extremely arduous resistance war against the French, the staff and lecturers were few; facilities and conditions for teaching and learning were still lacking... With a strong revolutionary will, overcoming all hardships, the school became the cradle of training cadres to serve the resistance war, promptly transmitting the Party's guidelines and policies, the State's policies and laws to localities and bases. Through the stages of development, the school has changed many different locations and names. On March 1, 1997, according to Decision No. 247/UB-QD-TC, the school was officially named Hoang Dinh Giong Political School under the Provincial People's Committee. Since then, the school has officially been named Hoang Dinh Giong Political School. For more than seven decades, whether in times of war or renovation and integration, the School has always fulfilled its functions of training and fostering cadres in political theory, professional work in Party building, government, Fatherland Front and socio-political organizations; participating in summarizing practices, building the local political system... From this school, many generations of students have grown up, holding important positions at all levels and sectors, contributing to the development of Cao Bang province.
With those contributions, in 2001, the School was honored to receive the Third Class Labor Medal from the State.
Fully aware of the significance of standardizing political schools according to Regulation 11-QD/TW, dated May 19, 2021 of the Secretariat, Hoang Dinh Giong Political School has proactively reviewed and coordinated with competent agencies to advise the Provincial Party Committee to issue Project No. 12-DA/TU, dated April 21, 2022 of the Provincial Party Committee on building Hoang Dinh Giong Political School to meet level 1 standards, period 2021 - 2025 (Project No. 12) with 03 synchronous action plans (Plan for training and fostering staff and civil servants; Plan for scientific research, summarizing practices; Plan for investment in construction, completion of facilities and equipment). After 5 years of implementation, the School has completed 55/55 targets in 6 groups of criteria of a level 1 political school.
First, the criteria for building institutions and regulations. The school has been proactive and active in building institutions and regulations to concretize the policies and regulations of the Central Government, the Ho Chi Minh National Academy of Politics and the Cao Bang Provincial Party Committee into a comprehensive, unified system of internal documents, suitable for the practice of management, training and fostering of cadres in the locality. As of July 2025, the school has issued and advised on the issuance of 99 internal normative documents. The school has promoted its role as a specialized, capable and responsible advisory body in providing comments on draft documents of the Central Government, draft resolutions, projects, regulations and provisions of the province, especially those documents directly related to the functions and tasks of the school.
Second, the criteria for staff and civil servants. The school has implemented synchronous solutions, focusing on ensuring standards and conditions for professional titles and job positions according to the regulations of the Party and the State. Currently, the school has a total of 37 staff and civil servants, including 33 lecturers (19 permanent lecturers and 14 part-time lecturers). The staff and lecturers love their jobs, have a firm and steadfast ideological stance, believe in the Party's innovation and leadership, and have sufficient qualifications and capacity to meet the requirements of the task.
From 2021 to present, the school has selected many lecturers to participate in postgraduate studies, participate in the course on Marxist-Leninist classics and Ho Chi Minh's ideology, and active teaching methods, and upgrade to the rank of grade II lecturers... Currently, the school has 30/33 lecturers with a professional qualification of master's degree or higher suitable for their job position (reaching 90.9%, exceeding the target by 0.9%); 28/33 lecturers have certificates of training in Marxist-Leninist classics and Ho Chi Minh's ideology (reaching 84.85%, exceeding the target by 4.85%); 24/33 lecturers hold the rank of main lecturer (grade II civil servant) out of the total number of lecturers who have held the rank of lecturer for enough time to take the exam and be considered for promotion to the rank of main lecturer (72.72%, exceeding the target by 12.72%). Besides teaching, lecturers are also active and proactive in scientific research, summarizing practices, performing well in practical research tasks, and compiling teaching materials.
Third, criteria for training and fostering activities. The school implements synchronous solutions to improve the quality of training and fostering students. The training and fostering programs and contents closely follow the requirements of the tasks of Party building, political system building and socio -economic development of the province, ensuring the motto of linking theory with practice. The school strengthens the management of students during class hours, enhances the responsibility of homeroom teachers and lecturers in managing students; maintains periodic professional inspections and checks, checks lecturers on lesson preparation, setting questions, and grading tests and exams. At the same time, it launches a movement to innovate teaching methods in the direction of taking students as the center; creates a favorable learning environment and conditions for students to participate in exchanges, discussions, and promote initiative in learning and research; applies information technology in teaching; innovates the work of testing and evaluating students.
From 2021 to the first 6 months of 2025, the School has opened 127 training and development classes with 9,648 students, combining theory with practice, innovating teaching methods, and applying information technology. Every year, the assigned training and development plan targets are completed and exceeded.
Fourth, criteria for scientific research activities and practical summaries. In the period of 2021 - 2025, the School has implemented 01 project, 23 scientific topics (02 provincial-level topics, 21 school-level topics), 19 scientific seminars (04 provincial-level scientific seminars, 15 school-level scientific seminars); 06 scientific research results and practical summaries were transferred to the School's lecturers according to regulations; 02 reports, recommendations and proposals were sent to the Cao Bang Provincial Party Committee to propose solutions to improve the quality of cadres and lecturers teaching political theory, improve the management capacity of commune-level authorities in new rural construction; publish 15 "Theoretical and practical information" newsletters, 06 monographs; The School's website is of guaranteed quality, with content updated regularly... The School's scientific research and practical summary activities during this period have had clear changes, increasing in both quantity and quality. Compared with Regulation No. 11-QD/TW, the School achieved 9/9 targets (100%) on scientific research and practical summary activities, of which 3 targets exceeded the standard level 1.

The school always identifies building a Party school culture and implementing discipline and order as a continuous task, closely linked to the function of training and fostering leaders and managers for the locality. Over the years, the school has gradually formed a standard pedagogical environment, promoting revolutionary moral values, sense of responsibility, sense of organization and discipline and exemplary conduct of the staff, lecturers and students. The school has issued and strictly implemented the Regulations on Party school culture, concretizing Regulation 144-QD/TW on revolutionary moral standards of cadres and party members in the new period in accordance with the actual conditions of the school, developing working regulations, internal regulations of the agency, regulations on communication, conduct, performing teaching, research and learning tasks. Building a standard pedagogical environment, 100% of cadres, civil servants and employees properly implement the Party school's cultural behavior, no cadres or civil servants are disciplined from reprimand or prosecuted for criminal liability.
Sixth, the criteria of facilities, technical means and finance. Currently, the School has achieved 3/3 (100%) of the criteria on facilities, technical means and finance according to the Regulations. The total usable area is over 20,000,000m2 including items such as: 600m2 traditional statue area, 2,500m2 head office building, 3 lecture halls including 10 classrooms with 2,821.1m2, 200-seat auditorium with 733.9m2, dormitory, multi-purpose hall and other technical infrastructures have been fully and synchronously built, ensuring the right standards and meeting technical requirements, creating a new, spacious and modern school appearance.
Teaching equipment is regularly maintained and upgraded to ensure smooth and effective operations. The school has been implementing the application of document management software (Ioffice) to serve the management and operation of information exchange. The library has applied library management software to its management work, with more than 745 books, of which the proportion of political theory books accounts for about 30%, basically meeting the diverse research and reference needs of the school's staff, lecturers and students.

On August 27, 2025, in Hanoi, the Ho Chi Minh National Academy of Politics held a meeting of the Council for Appraisal of Hoang Dinh Giong Political School in Cao Bang province to meet level 1 standards. Comrade Nguyen Xuan Thang, Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council, Chairman of the Council chaired the meeting. At the meeting, 09/9 members (100%) of the Appraisal Council unanimously approved the recognition of Hoang Dinh Giong Political School in Cao Bang province to meet level 1 standards.
The recognition of Hoang Dinh Giong Political School as reaching level 1 standards in 2025 is an important milestone of great significance in the journey of building and developing the School, the result of the close leadership and direction of the Provincial Party Committee, People's Council, and Provincial People's Committee; the professional guidance of the Ho Chi Minh National Academy of Politics; the coordination of departments, branches and sectors in the province; and above all, the spirit of solidarity and high determination of the collective leadership, cadres and civil servants of the School.
To maintain the results of the level 1 political school, and to build the school to meet the level 2 standards according to Regulation No. 11-QD/TW; in the next phase, the school determines to continue to carry out the following 4 key tasks:
Firstly, continue to raise awareness of cadres, civil servants and employees about Regulation No. 11-QD/TW. The purpose of recognizing standard political schools is to standardize and improve the quality of training activities, fostering cadres, scientific research, summarizing practices and other activities of political schools. Standardizing all aspects of work will create a basis for political schools to strengthen cooperation and share training resources, fostering, scientific research both domestically and internationally. Pay attention to research and develop scientific topics on: Administrative reform associated with digital transformation, enhancing the application of information technology in management and teaching; economic management solutions, social governance, improving the spirit, responsibility, and service attitude of cadres, civil servants, and public employees in performing assigned duties and tasks; on developing the spiritual culture of Cao Bang people, building Cao Bang as a province with a high happiness index among 34 provinces and cities.
From the traditional values that have been nurtured and affirmed throughout history, Hoang Dinh Giong Political School is entering a new stage of development, building and developing the School to meet the standard of level 2 according to Regulation No. 11-QD/TW of the Central Party Secretariat. In the coming time, the School will continue to tighten discipline, strengthen inspection and supervision, promote democracy and arouse the spirit of innovation and creativity in each cadre, party member, civil servant and employee.
