That was the message given by Minister of Science and Technology Nguyen Manh Hung at the Forum "Future of Science and Technology, Innovation and National Digital Transformation" chaired by the Ministry of Science and Technology within the framework of events at the National Achievement Exhibition "80 years of the journey of Independence - Freedom - Happiness", on August 29, at the Vietnam Exhibition Fair Center (Dong Anh, Hanoi).
The Second Renovation - the Path to Vietnam's Progress
Speaking at the opening of the Forum, Minister Nguyen Manh Hung emphasized: Over the past 80 years, science and technology have accompanied the nation in overcoming wars, building the country, and gradually bringing Vietnam into integration and development. Today, we are entering a new phase, the era of artificial intelligence (AI), big data, green energy and digital economy . This is the era where knowledge, creativity and technology are the most important production resources.
Minister Nguyen Manh Hung affirmed that the second innovation takes science and technology, innovation and digital transformation as the central driving force for development.
Our Party and State have identified science and technology, innovation and digital transformation. is the central, key and breakthrough driving force of rapid and sustainable development. Vietnam's first innovation in 1986 opened the era of integration and development of a socialist-oriented market economy. The second innovation is innovation and digital transformation, building a new ecosystem where businesses, scientists, people and the State participate in creating value. The first innovation is to escape poverty, the second innovation is to escape the middle-income trap and become a developed country with high income. The first innovation took agriculture , industry, processing and assembly as the driving force, the second innovation takes science and technology, innovation and digital transformation. as the central driving force for development.
Minister Nguyen Manh Hung outlined four strategic priorities: Mastering strategic technologies. Building a national innovation system linked to the needs of businesses and society. Building a creative startup nation, startups based on digital technology, based on innovation. Creating institutions and digital tools so that Vietnamese businesses can have only one person.
Accelerate digital transformation for all people and comprehensively. All people means that all people participate and benefit, no one is left behind. Comprehensive means that digital transformation takes place in all fields and at all levels, covering digital infrastructure, digital data, digital skills and cyber safety and security. In particular, bring science and technology, innovation and digital transformation into the strength for Vietnam to rise up, contributing to realizing the aspiration of developing a prosperous and happy country.

Science and technology, innovation and digital transformation are the driving forces for Vietnam's sustainable and self-reliant development.
At the Forum, Deputy Minister of Science and Technology Hoang Minh presented a report with the theme "Science, technology, innovation, digital transformation - Central and breakthrough driving force for Vietnam's rapid, sustainable and self-reliant development".
The report is built on the spirit of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science and technology development, innovation and digital transformation. In which, it emphasizes that the trio of science and technology, innovation and digital transformation are decisive factors to help Vietnam rise up, narrow the gap with developed countries, and achieve national strategic goals.

The report focuses on analyzing 3 core pillars, 2 key goals and 1 great aspiration, in order to provide a theoretical and practical basis for discussions at the Forum. These are 3 pillars: Science and Technology - Innovation - Digital Transformation; 2 Goals: Rapid and sustainable growth, improving competitiveness; 1 Aspiration: Vietnam becomes a developed country with high income.
The event is designed with four in-depth working sessions.
The first session: "The Future of Science and Technology: From Foundation to Strategic Technology" focuses on the future of science and technology, emphasizing the role of foundational and strategic technologies.
Session 2: "Innovation: Innovative startup nation and innovation system" delves into solutions to promote innovation and build a national innovative startup ecosystem.
The third session: "Digital Transformation: Digital Infrastructure and Digital Society" is dedicated to digital transformation, especially digital infrastructure and digital society, with discussions on the future of national digital infrastructure; applying digital transformation in state administration, healthcare, education, finance, agriculture; and proposing solutions to connect digital transformation with innovation to contribute to promoting double-digit economic growth.
The fourth session is an in-depth discussion session focusing on future orientations for the science and technology, innovation and digital transformation sector in a number of topics: Human resources for the future of science and technology, innovation and digital transformation; New mechanisms and policies of the Law on Science, Technology and Innovation, Law on Digital Transformation; International cooperation, integration and participation in the global value chain; Leading enterprises.
The Forum is an opportunity for domestic and foreign managers, scientists, businesses, and investors to exchange and share practical experiences, thereby shaping strategic thinking for the development of science and technology, innovation and digital transformation in the country in the coming decade. The Forum's overarching goal is to connect actors in the innovation ecosystem, promote strong development and at the same time convey the message about the central role of the trio of science and technology - innovation - digital transformation in improving productivity, quality, national competitiveness and creating growth momentum.
The forum also emphasized the goal of making Vietnam an upper-middle-income country by 2030, and a developed, high-income country by 2045. This is a goal that requires the convergence of the strengths of three pillars and two strategic goals, demonstrating the spirit of national self-reliance, with a vision that by 2045, the digital economy will account for 50% of GDP and Vietnam will be in the world's Top 30 in terms of innovation.
With the participation of many policy makers, scholars, and domestic and international business communities, the Forum affirmed Vietnam's determination to make science and technology, innovation, and digital transformation the central driving force for rapid and sustainable development, meeting the aspiration to rise strongly in the new period.
