On August 28, 2025, the working delegation of the Ministry of Science and Technology worked with the Department of Science and Technology at the Vinh Long Provincial Public Administration Service Center and Phu Quoi Commune to grasp the situation, record results, and remove difficulties and obstacles in the implementation of Resolution 57/NQ-TW, Decree 132/2025/ND-CP and Decree 133/2025/ND-CP.

According to the report of the Department of Science and Technology of Vinh Long province, immediately after the organization of the apparatus officially came into operation from July 1, 2025, the Department proactively and urgently advised the Provincial People's Committee to implement Decree No. 132/2025/ND-CP and Decree No. 133/2025/ND-CP of the Government to ensure unified and synchronous management, no interruption of work, no overlap, duplication, omission of functions, tasks, fields, at the same time promoting the proactiveness, creativity, and self-responsibility of local authorities in performing state management tasks in the field of science and technology.

Telecommunications infrastructure, mobile information transmission and reception stations and broadband internet fiber optic cables continue to develop and improve service quality. 100% of communes and wards have broadband fiber optic cables; 100% of hamlets and villages are covered by 3G and 4G mobile signals. The broadband rate (fixed, mobile) per 100 people is estimated at over 94%; the mobile subscription rate per 100 people is estimated at over 88%; the rate of households using broadband fiber optic cables is estimated at over 75%. Deploying and putting into operation 366 5G BTS stations covering a number of urban areas, commune and ward centers, etc.

To date, the provincial administrative procedure settlement information system has been established for 2,141 administrative procedures, including: 1,737 provincial-level administrative procedures, 303 commune-level administrative procedures, and 92 shared administrative procedures. At the same time, 1,713 online public services have been integrated with the National Public Service Portal. From July 1 to August 15, 2025, the system received 156,154 records, including 78,802 direct records and 77,352 online records...

Most of the provincial departments, branches and sectors have assigned civil servants to be in charge of IT. The province has organized 100 training courses on digital transformation for 15,1629 cadres in both direct and online forms. The whole province has 2,685 Community Digital Technology Teams (CNSCĐ) based on the number of CNSCĐ Teams established in the 3 provinces before the merger with 18,989 members. Local VNPT enterprises10 and 51 officers of the Department of Science and Technology support general coordination. After the merger of the 3 provinces, there are currently 115 CNSCĐ Teams, with a total of 5,051 members...

In addition to the achieved results, the two-level government model in the province still faces difficulties due to the uneven quality of commune-level officials and lack of specialized personnel; limited facilities and IT infrastructure at the Commune-level Public Administration Service Center; and a lack of and weak human resources in charge of digital transformation. IT equipment at the Commune People's Committee and the Public Administration Service Center is only basic and needs to be supplemented. Awareness of radiation safety, innovation, digital transformation, and startups in some communes and wards is still limited, leading to confusion in coordination. The rate of online applications is still low due to fear and lack of understanding of the process, people still prefer to submit directly. In addition, the merger of administrative boundaries changes the address on the certificate, creating additional procedures when handling administrative procedures.

At the meeting, the Department of Science and Technology proposed that the Ministry of Science and Technology soon issue guidelines for determining digital transformation job positions that are eligible for the support level prescribed in Decree No. 179/2025/ND-CP dated July 1, 2025 of the Government so that localities have a basis for implementation, increasing the ability to attract human resources in information technology, data and information security to the locality; request the Ministry of Science and Technology to provide legal guidance for carrying out procedures for liquidating contracts for science and technology tasks; support the province to participate in 18 national key programs; soon issue economic - technical norms, unit prices of public career services in the field of science and technology;...

Propose that the National Office of Intellectual Property (NOIP) organize training (directly) for officers implementing administrative procedures according to Decree 133 on IP in 34 provinces and cities.

Continue to improve and synchronize software systems and databases to ensure that the settlement of administrative procedures regardless of administrative boundaries is convenient and accurate...

Representing the working delegation, Mr. Tran Manh Tuan, Deputy Director of the Radio Frequency Department, acknowledged the province's efforts in implementing the new model. At the same time, he requested that the Department of Science and Technology focus on completing reports in each specific field, developing a plan to advise the Provincial People's Committee, and proposing appropriate solutions to remove difficulties and obstacles that the locality is facing when implementing the two-level local government model.

At the same time, they guided localities in implementing regulations and professional processes, and shared practical experiences.

The Delegation has recorded and summarized some contents beyond the authority of the Working Group, and reported to the Ministry's leaders to propose solutions.
