The document of the Department of Education and Training of Ho Chi Minh City sent to the National Assembly Delegation and the People's Council of Ho Chi Minh City in response to voters' opinions that it is necessary to consider unified regulations on uniform models for all levels of education in the city. For example, dark pants, white shirts, white ao dai for female high school students... to ensure uniformity, simplicity, age-appropriateness and contribute to saving costs for parents.
According to the City Department of Education and Training, currently, regulations on student uniforms are implemented according to Circular No. 26/2020 of the Ministry of Education and Training, which assigns educational institutions to proactively decide on student uniform models based on the principles of ensuring simplicity, age suitability, local socio -economic conditions and the ability of students' parents.
At the same time, at the beginning of the 2025-2026 school year, the Department of Education and Training issued an official dispatch on guidelines for organizing the opening ceremony and implementing a number of activities at the beginning of the 2025-2026 school year, which stipulates "strictly prohibiting forcing students to sew or buy uniforms; only specifying uniform models so that students' families can equip and purchase them themselves, avoiding waste".

According to the City Department of Education and Training, currently, regulations on student uniforms are implemented according to Circular No. 26/2020 of the Ministry of Education and Training, which assigns educational institutions to proactively decide on student uniform models.
Many opinions have raised the question of why the State has policies to exempt and reduce tuition fees but the total cost of studying still increases due to additional fees. The Department of Education and Training of the City said that currently, tuition fees are exempted because the budget supports 100%. The Department has also stipulated that the principal is fully responsible for the legality of the collected fees; must be public, transparent, fully accounted for, and fulfill tax obligations according to regulations.
The People's Committees of wards, communes, and special zones are responsible for appraising, approving, inspecting, supervising, and strictly handling cases of overcharging and illegal collection; at the same time, issuing official dispatches guiding the collection levels appropriate to the socio-economic conditions in the area according to decentralization. The City Department of Education and Training organizes inspection teams, publicizes inspection results, and proposes handling of the responsibility of the head if violations occur.
In the 2025-2026 school year, Khanh Hoa province has special regulations on student uniforms. Accordingly, schools are not allowed to make their own uniforms.
The Department of Education and Training of this province requires public schools to implement a uniform school uniform in the traditional style (blue pants or skirt, white shirt); not to make separate uniforms, and not to have accessories such as ties or sleeves, collars, shoulder pads... of different colors. In particular, schools must not organize services to sew or sell school clothes in any form.
This regulation is intended to help parents reduce the financial burden at the beginning of the school year. Some schools in Ninh Thuan province that had their own uniforms before the merger still use the old model and do not need to buy new ones.
