On November 26, the Ministry of Education and Training announced the addition of Level 1 to the current 6-level Foreign Language Proficiency Framework to cover the level from beginners to proficient users. This adjustment meets the need to teach foreign languages to preschool and primary school children and is consistent with the policy of making English the second language in schools.
The foreign language competency framework for Vietnam applies to foreign language training programs, foreign language training institutions and foreign language learners in the national education system. For other languages (such as Chinese, Japanese, Korean), apply the language competency frameworks issued by these countries if they do not violate Vietnamese customs and traditions and laws and regulations.
The new competency framework is developed based on the reference and application of CEFR and some English proficiency frameworks of other countries, combined with the actual situation and conditions of teaching, learning and using foreign languages in Vietnam. The foreign language competency framework for Vietnam is divided into 3 levels: Elementary, Intermediate and Advanced. Specifically as follows:

The foreign language competency framework for Vietnam is updated according to the criteria and content of the Common European Framework of Reference for Languages (CEFR) 2020, ensuring compatibility with language education standards that are commonly used globally. Competency descriptions for each skill are supplemented and specified, providing an accurate and useful reference basis for managers, program developers, document editors, teachers and learners in accessing advanced standards.
The draft also adds the Pre-A1 level to cover all foreign language levels, from the introductory stage to the level of proficiency, promptly meeting the needs and trends of foreign language teaching for young children (preschool, primary school) in Vietnam today.
The new competency framework also creates a favorable legal corridor for educational institutions to promote international cooperation and integration, unifying domestic teaching activities with assessment standards of international testing organizations and publishers that are referencing the new competency framework, especially for English.
In addition, the new framework specifically describes the competencies for each skill of listening, speaking, reading, and writing, helping managers, program development teams, document editors, teachers, and learners have a unified reference base.
Currently, interactive speaking skills are divided into situations such as participating in conversations, trading services and goods, interviews and answering interviews.
In the new draft, this skill is described in more detail, including many activities such as: Understanding the interlocutor, chatting, intimate discussion (with friends), formal discussion (in meetings), cooperation to complete tasks (such as discussing documents, organizing events), shopping - service transactions, exchanging information, interviewing, communicating by phone and online.
The new circular is expected to take effect from January 1, 2027. The Ministry of Education and Training said this is the basis for implementing teaching, evaluating and developing foreign language programs throughout the education system.
