Flexible deployment and effective dissemination of illiteracy eradication work

Creative implementation of literacy programs

The Ministry of Education and Training has issued a set of documents guiding the implementation of the Literacy Eradication Program, Phase 1 and Phase 2; at the same time, it has directed and guided localities to exploit and use the set of documents to ensure quality and effectiveness.

The Departments of Education and Training have directed and guided units assigned with the task of eliminating illiteracy to develop teaching plans according to the new Literacy Eradication Program and the instructions of the Ministry of Education and Training; at the same time, organize the effective use of the set of teaching and learning guidance documents.

Localities also proactively mobilize and exploit available resources such as facilities and equipment of schools, village cultural houses, community learning centers, churches, pagodas, etc. to implement the Literacy Eradication Program flexibly and in accordance with actual conditions.

Some Departments of Education and Training have been proactive and creative in directing the implementation of the Literacy Eradication Program. For example, Lang Son organized a Math and Vietnamese Language Exchange Day for literacy students in the province, with over 85% of the participants being ethnic minorities. Hue City organized an experience trip for students after the end of each semester (Nam Dong Center for Vocational Education and Continuing Education).

Some Departments of Education and Training have included the target of opening literacy classes in the guidelines for implementing the school year tasks; and have developed plans to open literacy classes in communes in border areas. The Departments of Education and Training have also issued instructions on exploiting and using the set of documents guiding the implementation of the Literacy Program that have been posted on the website of the Ministry of Education and Training.

Professional training for teachers and those involved in the work of eliminating illiteracy has been directed by many Departments of Education and Training. Some Departments of Education and Training have organized training for managers and teachers on teaching the Program of eliminating illiteracy.

Effective propaganda, strongly mobilizing learners to participate

Localities have done a good job of propaganda, mobilization, and encouragement for people who cannot read or write, and people who have not met literacy standards to participate in literacy classes in different forms: Promoting the role of village elders, village chiefs, monks, teachers, and people studying literacy classes to encourage people to go to school, and family members who have attended literacy classes to encourage relatives to participate in literacy classes.

Many Departments of Education and Training have actively directed community learning centers, primary schools, vocational education - continuing education centers, and secondary schools to mobilize illiterate people to attend literacy classes.

With the effective implementation of the Literacy Eradication Program, along with many synchronous solutions, in 5 years (2021 - 2025), illiteracy eradication work has been focused on in many localities, and the literacy rate has continued to increase. Propaganda and learning activities have attracted a large number of students to participate. The literacy rate among the 15 - 60 age group has increased steadily every year.

According to the report of the Ministry of Education and Training, nationwide, 100% of provinces/cities have met the level 1 literacy standards. The number of provincial-level units meeting the level 2 literacy standards has increased from 34 provinces (2021) to 55 provinces (2024), an increase of 61.76% compared to the beginning of the period.

The rate of people aged 15-60 with level 1 literacy similarly increased from 97.85% to 99.1%, an increase of 1.25% compared to the beginning of the period.

The whole country has mobilized 261,130 people to participate in literacy training, an average of 52,226 people per year; the team of teachers and collaborators basically meets the requirements of the task.

The Ministry of Education and Training said that many localities have actively directed the Steering Committees for Universal Education and Literacy Eradication in communes to step up propaganda, mobilization, and encouragement for people who cannot read or write, and people who have not met literacy standards to participate in literacy classes.

According to incomplete reports from the Departments of Education and Training, in the 2024-2025 school year, the whole country mobilized 91,548 students to participate in literacy classes, of which ethnic minority students accounted for 84% with 52,334 people studying in literacy classes phase 1 and 39,214 people studying in literacy classes phase 2.
