UNICEF commits to accompany the Ministry of Education and Training to improve the quality of education.

GD&TĐ - On the afternoon of November 26, Permanent Deputy Minister of Education and Training Pham Ngoc Thuong received Ms. Sophie Kiladze - Chairwoman of the United Nations Committee on the Rights of the Child.

Also attending the reception were Mr. Philip D. Jaffé - Vice President of the United Nations Committee on the Rights of the Child; Ms. Michaela Bauer - Deputy Representative of the United Nations Children's Fund in Vietnam and members of the delegation.

Welcoming the delegation to visit and work at the Ministry of Education and Training , Deputy Minister Pham Ngoc Thuong said: Over the years, the Ministry of Education and Training and UNICEF Vietnam have always had a good relationship and close cooperation in many fields and many projects in different localities.

The cooperation between the Ministry of Education and Training and UNICEF Viet Nam has made important strides in ensuring the right to quality education for all children, especially those from ethnic minority groups and those in difficult circumstances.

Specifically, the Children's Learning Project 2017-2021 series managed and implemented by the Ministry of Education and Training; and the Children's Learning and Skills Project 2022-2026. These are two important projects supported by UNICEF Vietnam over a period of nearly 10 years to help improve the capacity of the Vietnamese general education system.

Deputy Minister Pham Ngoc Thuong also informed the delegation about a number of Vietnam's policies, demonstrating a strong commitment to education and children's rights such as: Tuition exemption policy; Resolution No. 71 on breakthroughs in education and training development, Resolution on universalizing preschool education; building schools in border areas...

Since 2013, the Ministry of Education and Training and UNICEF have implemented many cooperation projects to improve the quality of education and ensure the rights of children across Vietnam, especially vulnerable groups such as children with disabilities, ethnic minority children, and migrant children.

These projects have improved school completion rates to build teacher capacity, improve learning environments at all levels from preschool to high school, develop basic learning skills, soft skills, transferable skills and enhance child protection, especially in the context of distance learning caused by the COVID-19 pandemic.

One of the notable efforts is the analysis of learning and equity aspects through MICS-EAGLE Survey data. In addition to focusing on improving equity in education, the project is contributing to sector priorities related to climate change education, issues related to mental health of students and teachers, education development strategies, digital transformation, improving data, information, education management, promoting gender equality.

At the meeting, the two sides exchanged information on improving capacity to meet the requirements of the new Preschool Education Program 2026-2030; improving digital transformation capacity and IT application; and addressing the gap in enrollment and completion rates of children with disabilities, especially in preschool and secondary schools.

Expand mother tongue-based bilingual education in schools in border and mountainous areas; develop and implement gender equality and girls' education initiatives, ensuring access to quality education for girls and disadvantaged women; support mental health for students through school-based psychosocial support systems.

The two sides also discussed solutions to ensure students use the internet safely, deal with fake information and violence on social networks; support climate change response, promote safe school models, and build green skills and green lifestyles among students.

Ms. Sophie Kiladze - Chairwoman of the United Nations Committee on the Rights of the Child affirmed: The United Nations Committee on the Rights of the Child, UNICEF is committed to supporting Vietnam in reforming the education system, to meet the actual learning needs and develop skills for students, thereby contributing to the sustainable development of the country.
