(CPV) - Comrade Pham Gia Tuc, member of the Party Central Committee, Chief of the Party Central Committee Office, emphasized the need to promote the application of information technology and digital transformation in all activities of the Party Committee Office, considering this the most important solution to improve the quality of activities of the Party Committee Office.

On the morning of November 26, the Central Party Office held a national conference on the work of the Provincial and Municipal Party Committee Offices in person at the Central Party Office and online at 34 provincial and municipal Party Committees and units under the Central Party Office.

Comrade Tran Cam Tu, Politburo member, Standing member of the Secretariat attended and directed the Conference. Comrade Pham Gia Tuc, Party Central Committee member, Head of the Party Central Committee Office chaired the Conference.

At the Conference, delegates listened to and approved the Report on the performance results of the Party Central Office, Provincial and Municipal Party Committee Offices from October 2022 to present and the key directions and tasks until April 2027.

Comrade Tran Cam Tu, Politburo member and Standing member of the Secretariat, gave a speech, expressing the deep concern of Party leaders for the work of the Party Committee Office.

Delegates frankly discussed and contributed many heartfelt and profound opinions, highlighting many good models and creative approaches, while also pointing out many difficulties, obstacles, shortcomings and limitations that need to be resolved and overcome in the coming time, especially in the preparation work for implementing the Resolution of the 14th National Congress of the Party.

In his concluding remarks at the Conference, Comrade Pham Gia Tuc, Chief of the Party Central Committee Office, affirmed that over the past time, the Party Central Committee Office and the Provincial and Municipal Party Committee Offices have been united, dedicated, proactive, creative, firmly maintained the working principles, promptly advised and served the Party Committees to well implement the key tasks and goals of the Resolution of the 13th National Party Congress and the Resolution of the Party Congresses of provinces and cities for the 2020-2025 term.

Regarding the tasks in the coming time, comrade Pham Gia Tuc suggested that the Central Party Office and the Offices of Provincial and Municipal Party Committees continue to concretize them into practical action programs, focusing on implementing a number of key tasks.

Accordingly, the Central Party Office and the Offices of Provincial and Municipal Party Committees need to be more active, proactive, creative, and scientific , continue to improve the quality of staff work, synthesis; appraise with quality content and authority the projects submitted to the Politburo, the Secretariat and the Standing Committees of Provincial and Municipal Party Committees. Cadres and civil servants of the Central Office and the Offices of Provincial and Municipal Party Committees continue to promote the glorious tradition of absolute loyalty, solidarity, creativity, dedication, thoughtfulness, and upholding principles.

At the same time, research, advise on amendments, supplements, and promulgate appropriate guidelines for general staff work and professional work processes, serving the leadership and direction of Party committees in the new situation.

Continue to advise the Party Committee on leadership, direction, organization, assessment and effective implementation of resolutions, conclusions and regulations of the Party Central Committee, the Politburo, the Secretariat, especially Resolutions 57, 59, 66, 68, 70, 71, 72 and the Resolutions to be issued. In the process of performing tasks, it is necessary to focus on proposing innovative solutions suitable to the reality of the unit and locality, focusing on discovering good and creative ways to disseminate and replicate, proactively reflecting difficulties and problems for the competent authorities to resolve and remove.

Comrade Ngo Hai Phan, Director of the Department of Digital Transformation - Cryptography presented a speech at the Conference.

The Chief of the Party Central Office also suggested improving the quality of information provision for leadership; increasing strategic information with forecasting to help the Central Committee promptly grasp, lead, direct and organize effective and practical conferences. Monitor and promptly report on the activities of Party committees and affiliated Party organizations. Strictly implement regulations on confidentiality and information protection.

Continue to review, amend, supplement and perfect regulations and procedures for receiving, managing and processing petitions from individuals and organizations sent to the Politburo, the Secretariat, the General Secretary and the Standing Member of the Secretariat. The leadership of the Party Central Office ensures consistency, unity and simplification of administrative procedures, making them easy to implement. The Office continues to effectively implement Directive No. 35 and Regulation No. 11-QDi/TW of the Politburo to advise and direct the settlement of complaints and denunciations from the people right at the grassroots level and focus on resolving complicated, crowded and high-level petitions.

Provincial and municipal Party Committee offices continue to effectively implement Directive No. 35-CT/TW and Regulation No. 11-QDi/TW of the Politburo to advise the Standing Committee of the Provincial and Municipal Party Committees to direct the settlement of complaints and denunciations of the people right at the grassroots level; focus on thoroughly resolving complicated, prolonged, crowded, and over-level petitions and letters so as not to affect security and order in the locality and the whole country. Pay attention to investing in facilities where citizens are received; improve the qualifications and skills of officials receiving citizens.

Comrade Pham Gia Tuc emphasized the need to promote the application of information technology and digital transformation in all activities of the Party Committee Office, considering this the most important solution to improve the quality of activities of the Party Committee Office, with the spirit of the Party Committee Office taking the lead in digital transformation and paperless meeting rooms. Continue to develop and supplement documents directing, managing and guiding professional activities on information technology, perfecting information systems and application software in the new situation. Strengthen training and improve the level of information technology application for office staff.

Continue to improve the quality of document and archive work. The Central Party Office and the Provincial and Municipal Party Committee Offices shall effectively implement the Law on Protection of State Secrets, the Law on Archives, and the Secretariat's regulations on document and archive work. Strengthen and improve the effectiveness of inspection and professional and technical guidance, promote administrative reform, and innovate document work in a professional, scientific, and modern direction.

The Offices continue to improve the effectiveness of implementing the Central Resolution 4 (12th tenure), Conclusion No. 21-KL/TW on promoting the building and rectification of the Party and the political system; resolutely prevent, repel, and strictly handle cadres and party members who have degraded in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" associated with implementing Directive No. 05-CT/TW of the Politburo on promoting the study and following of Ho Chi Minh's ideology, ethics, and lifestyle. Each cadre and party member working at the offices must have a specific program to implement Directive No. 05-CT/TW in the most effective and practical way....

Comrade Pham Gia Tuc, member of the Party Central Committee, Chief of the Party Central Committee Office, presented Certificates of Merit of the Party Central Committee Office to the collectives.

Step by step, advise, propose selection, arrangement, and placement of cadres, civil servants, and workers to suit their job positions, associated with streamlining the payroll. Focus on planning, training, and fostering to improve the quality of cadres and civil servants, especially cadres doing advisory and synthesis work.

Comrade Pham Gia Tuc also suggested continuing to improve the quality of service activities of Party committees at all levels. The Central Party Office and Party Committee Offices need to do a better job of managing Party finances and assets, avoiding waste, negativity and corruption. Focus on close coordination with functional agencies to ensure good logistics, serving the activities of the Party Central Committee, the Politburo, the Secretariat, Central Party agencies and local Party committees.

Strengthen regular relations and coordination in implementing tasks between the Central Party Office, the National Assembly Office, the Government Office, the President's Office and the Party building committees, Party committees of the Central Party agencies; between the Central Party Office and the Provincial Party Committee Office, City Party Committee Office; between the Party Committee Office and the offices of local state agencies to exchange information, learn experiences, especially coordination in grasping information in implementing tasks.

Regarding recommendations and proposals, comrade Pham Gia Tuc affirmed that for recommendations under the authority of the Central Office, the Office's leaders will direct relevant units to research, review and work directly with the provincial and municipal Party Committees to resolve them before December 31, 2025. For recommendations not under the authority of the Central Office, the Office will coordinate with relevant agencies to advise and propose to competent authorities for consideration and resolution./.
