The information was stated by the Prime Minister in his closing speech at the first Autumn Economic Forum in Ho Chi Minh City on the afternoon of November 26, after a 60-minute high-level policy dialogue with leaders of the World Economic Forum.
According to the Prime Minister, this is a forum of historical significance, the first time Vietnam has coordinated with the World Economic Forum (WEF) to organize it, creating the premise to become an annual Autumn economic event in Ho Chi Minh City.
The presence of WEF leaders and numerous delegates demonstrates support for Vietnam’s innovation and initiatives. Partners all expressed their desire to accompany Vietnam on its new development path.

The forum promoted multilateralism and international cooperation, shared common perceptions of the volatile world context with many intertwined challenges; highly agreed on the need to strengthen cooperation, dialogue, and solidarity to create strength; cooperate to have resources; dialogue to strengthen trust and jointly solve global challenges - issues that no country can handle on its own without the support and coordination of the international community.
In particular, the Forum agreed that green transformation and digital transformation are inevitable trends, objective requirements and strategic choices of each country.
According to the Prime Minister, digital transformation brings speed and intelligence; green transformation brings sustainability and humanity.
These two factors support, resonate and become the main drivers of future global growth. Transformation must be for people; technology serves people, not replaces people.
Along with that, the representatives shared their awareness of three core levers promoting the two transformation processes: institutions - resources - innovation.
The Prime Minister pledged that Vietnam will continue to be a reliable and responsible partner to the international community; a safe and potential destination for investors in the spirit of harmonious benefits and shared risks. The next step is to turn the vision into practical action, with the spirit of saying what is said and doing what is committed; results must be measurable; no evasion, no talking but not doing.
The Autumn Economic Forum under the direct direction of Prime Minister Pham Minh Chinh will become a brand named after Ho Chi Minh City.
The Prime Minister hopes that partners, international organizations and the WEF will continue to accompany and support Vietnam in the spirit of "substantive, sincere, trustworthy and effective" cooperation, so that there will be more forums for effective exchange on common development issues.
Vietnam is ready to become a "laboratory" for the green economy - digital economy of the region and needs companionship, support, sharing of knowledge and advanced management experience; and provision of specific support in preferential finance, technology transfer and technical assistance from other countries.
Ho Chi Minh City is ready to act as a "laboratory" for the new model.
The Prime Minister requested the Government and ministries and sectors to seriously absorb the opinions at the forum. At the same time, review and improve institutions and laws related to land, investment, energy and environment. At the same time, remove obstacles caused by institutions, promptly issue outstanding policies and mechanisms to encourage investment in new technologies, reform administrative procedures and create favorable conditions for businesses.
For Ho Chi Minh City, the Prime Minister requested the city to quickly issue a detailed action plan to implement the Forum's commitments.
"The city must promote the spirit of self-reliance, self-strengthening, creativity, daring to think, daring to do; be ready to play the role of a "laboratory" for green economic models, green finance, smart cities, international financial centers, develop to be worthy of international megacities, make important contributions to the prosperous development of Vietnam and for peace, cooperation and sustainable development of the region and the world," the Prime Minister requested.

Other localities will build appropriate transformation roadmaps, creating links and green economic corridors.

Be bold in investing in technology, improve governance and prepare to meet international standards.
To scientists, experts and the people, the head of the Government called for continued unity, promoting intelligence and the spirit of innovation. Universities must be centers for research and training of high-quality human resources.
Every Vietnamese citizen should raise awareness and participate in the transformation, from small actions such as saving energy and sustainable consumption.
The Prime Minister called on international partners and the WEF to continue to accompany and support Vietnam in the spirit of sincere, practical and effective cooperation, to jointly build a "green and digital laboratory" model - not only for Vietnam but also for the common interests of the international community.
Vietnam is facing a historic opportunity to make a breakthrough. Green and digital transformation is a long journey with many challenges, but there is no other choice and we must not miss this opportunity.
The Autumn Economic Forum 2025 attracted more than 1,500 delegates, nearly 100 international delegations, 10 industrial revolution centers and more than 75 scientific centers in Ho Chi Minh City.
Receiving the instructions and comments at the Autumn Economic Forum, Mr. Nguyen Van Duoc, Chairman of the Ho Chi Minh City People's Committee, affirmed that the strategic directions of the Prime Minister, the Secretary of the Ho Chi Minh City Party Committee, and the frank and sincere comments of the business community and experts have given the city a strong source of inspiration.
The multi-dimensional and substantive perspectives, along with the initiatives and cooperation models shared by delegates and experts, have contributed to expanding the thinking space, creating a foundation for deep connections between experts, businesses and policy-making agencies.
"This is the driving force for Ho Chi Minh City to be more determined in action, dare to think, dare to do, dare to innovate and dare to take responsibility for the national interest and for the happiness of the people," Mr. Nguyen Van Duoc pledged.
According to the Chairman of the Ho Chi Minh City People's Committee, the 2025 Autumn Economic Forum takes place in the context of Ho Chi Minh City entering a new development phase, with expanded urban space, larger economic and population scale and a strategic vision towards the role of an international urban area.
With its strong domestic and international influence, the Autumn Economic Forum 2025 has quickly affirmed its role as a prestigious policy dialogue platform in the region. This is a new model, contributing to enhancing Vietnam's role as a creative city and increasing the attractiveness of Ho Chi Minh City on the world economic map.
