Regarding the registration of the North-South high-speed railway project, according to the report of the Ministry of Construction , although the number of documents submitted by enterprises is large, after review, many enterprises' investment ideas are still unclear, lacking capacity in both investment and finance, and many enterprise documents even lack information and contact addresses.
At the meeting on November 27, there were 5 units registered to attend: Vietnam 3000 Company Limited (Vietnam Investment and Development Group), Discovery Group Joint Stock Company, Vietnam Railway Transport Joint Stock Company, Truong Hai Group Joint Stock Company ( Thaco ), and Vinspeed High-Speed Railway Investment and Development Joint Stock Company.
Among them, Discovery Group Joint Stock Company is a "curious" entity because there is little information widely communicated. Chairman of the Board of Directors of the company, Mr. Nguyen Nam Thieu, shared his desire to cooperate in investing in the project according to the capital recovery business plan.
However, when asked about Discovery Group's staff size, investment capital and project implementation capacity, Mr. Thieu said the group has about 70 employees and a total capital of about VND2,000-3,000 billion, only 0.2% of the project's total investment (67 billion USD).

According to the National Business Registration Portal, Discovery Group was established in 2016 with an initial charter capital of VND260 billion. The four founding shareholders include Discovery Vietnam Investment Joint Stock Company, Danko Investment & Tourism Joint Stock Company, Ms. Nguyen Ngoc Anh, and Mr. Nguyen Tien Thieu.
On its website, the group introduces itself as investing in multiple sectors from semiconductors, real estate, M&A, petroleum and minerals.
Discovery Group has 6 subsidiaries and members including Discovery Petro operating in the energy sector; Danko Travel operating in the tourism sector; Discovery Siltron operating in the high-tech sector; Discovery Royal operating in the real estate sector; Discovery Agecare operating in the healthcare sector for the elderly and Discovery Home operating in the investment sector of residential real estate.
In the real estate sector, the group is the investor of the projects Discovery Point, Discovery Angel, Discovery Riverside, Discovery Charm, Discovery Royal, Discovery Aqua, Discovery Luxury, Ha Long Discovery Tower. However, Dan Tri reporters could not find information on most of them.
In the semiconductor sector, Discovery Group said it has a member company providing solutions for the Japanese, French and partly Vietnamese markets. Main products include comprehensive IT application solutions, peripheral products, and a chain of software parks.
On September 21, Discovery Group announced on its website its research and technical-financial proposals for the North-South high-speed railway project. The group pledged to mobilize 100% of capital from international enterprises and partners, instead of depending on the State budget.
According to business representatives, this model not only reduces public debt pressure but also opens up opportunities for strategic cooperation with global technology and financial corporations, creating a solid foundation for project feasibility.
Discovery Group committed to implementing the project in just 6 years (+1 year of preparation) with a total capital of 63 billion USD. The exploitation period is 69 years, after which all assets and technology will be handed over to the State. The project will have a localization rate of more than 70%, building a domestic railway supply chain and supporting industry, turning Vietnam into a regional production and maintenance center.
Regarding the technical solution, Mr. Jurgen Czilinsky, Vice President of Discovery Group, said: “We have chosen the best technical solution and more importantly, we have created a strategic alliance with the long-term goal of enhancing the capacity of Vietnam's railway industry, ensuring that this project brings the most sustainable and macroeconomic benefits to the country.”
