Spending 16,600 billion VND on land acquisition for the North-South high-speed railway project in Da Nang

Da Nang builds 35 resettlement areas for the North-South high-speed railway project, starting on August 19, 2025, with a total cost of land clearance of 16,600 billion VND.

In preparation for the North-South high-speed railway project, Da Nang is urgently implementing site clearance and resettlement planning. The city plans to start construction of the first resettlement area on August 19, 2025.

Scale of resettlement project

The high-speed railway section passing through Da Nang is more than 116km long, affecting 24 communes and wards, stretching from Hai Van ward to Nui Thanh commune. The route mainly runs parallel to the North-South expressway in the East and the Da Nang- Quang Ngai expressway. The project will have 2 passenger stations (Da Nang station and Tam Ky station), 1 cargo station in Chu Lai, along with 4 maintenance stations and technical service depots.

The total land area to be recovered is 843.55 hectares, of which residential land accounts for 105.2 hectares. The project will affect about 2,139 households, resulting in a resettlement demand of up to 3,148 plots of land. To meet this demand, Da Nang plans to plan and build 35 resettlement areas with a total area of over 211.8 hectares.

The total cost of site clearance and resettlement is estimated at VND16,600 billion. Of this, compensation and support costs are VND12,900 billion, and the cost of building resettlement areas is VND3,692 billion.

Implementation roadmap

Based on the direction of the Prime Minister , Da Nang plans to start construction of the first resettlement area on August 19, 2025 in Xom Bung village, Dien Ban Bac ward. This resettlement area has an area of 4.7 hectares, with a total investment of more than 91 billion VND.

North-South High-Speed Railway - A New Era of Transportation in Vietnam - Metro Train

The resettlement areas are divided into two main areas. The area north of the Thu Bon River includes localities such as Hai Van, Lien Chieu, Hoa Khanh, Cam Le, Ba Na, Hoa Vang, Hoa Tien, Dien Ban Bac and Dien Ban Tay. The area south of the Thu Bon River stretches across 15 communes and wards in the districts of Noi, Duy Xuyen, Xuan Phu, Que Son Trung, Thang Binh, Thang Phu, Thang Dien, Tay Ho, Chien Dan, Ban Thach, Huong Tra, Tam Xuan, Tam Anh, Tam My and Nui Thanh.

Chairman of the People's Committee of Da Nang City, Luong Nguyen Minh Triet, agreed on the plan to divide the sub-project investors according to the area: The Management Board of Investment Projects for Construction of Traffic and Agricultural Works of Da Nang City is in charge of the north of Thu Bon River, while the south of Thu Bon River will be in charge of the Management Board of Investment Projects for Construction of Traffic Works of the former Quang Nam Province.

According to the roadmap, from September to November 2025, the authorities will conduct surveys and statistics on the current status of land and affected population. From March 2026, they will begin counting, paying compensation, support and arranging resettlement for households.

The construction phase of resettlement areas will take place continuously from September 2025 to the end of 2026, ensuring synchronization with the progress of public investment disbursement and site handover for the construction of the North-South high-speed railway.
