NOT JUST TO MEET THE STANDARDS OF UNIVERSITY EDUCATION INSTITUTIONS
Explaining the increase in the number of PhD students in 2024, Associate Professor, Dr. Tran Thien Phuc, Vice President of Ho Chi Minh City University of Technology, stated the reason: "Firstly, according to the regulations of university education standards, universities that want to pursue research and have PhD training must have 40% of their lecturers with PhD degrees from 2025 and 50% by 2030. Therefore, schools not only attract PhDs from outside but also support lecturers with master's degrees working at the school to pursue PhDs."
Second, according to Associate Professor Dr. Tran Thien Phuc, the current regime for doctoral students at some schools is also better. At Ho Chi Minh City University of Technology, the number of doctoral students in 2024 has also increased compared to last year. "PhD students at the school will be accepted as researchers, given priority to participate in scientific research projects, and will earn tens of millions of VND/month. In addition, the school also has a policy to support publishing articles in international journals. Some people are rewarded up to several hundred million VND/year," Associate Professor Dr. Phuc shared.
In addition, if teachers complete 270 periods/year and the required number of hours of scientific research, they can have time to do other work. "At this time, the school is recruiting teachers for majors such as information technology, computer science and engineering, electricity - electronics, mechanics, industrial management... With the large demand for teachers from universities, people with master's or doctoral degrees and the desire to become teachers will have a very favorable opportunity," Mr. Phuc acknowledged.
PhD students at many universities are given attractive conditions such as becoming university researchers, being given priority to participate in research topics, receiving monthly salaries, and becoming lecturers with high incomes.

Associate Professor, Dr. Pham Nguyen Thanh Vinh, Head of the Postgraduate Department of Ho Chi Minh City University of Education, also said that schools are making efforts to meet the standards of university education institutions, in addition to the requirements for maintaining majors and opening new training majors, so the need to recruit PhDs and support master's teachers to study for PhDs is very high. Not to mention to compensate for the team of professors, associate professors, and PhDs who retire every year.
"The income of PhD teachers is currently relatively stable. The treatment of schools for PhD teachers has improved and is more attractive than before, when they are given the opportunity to participate in research topics, and are rewarded for international articles...", Associate Professor, Dr. Vinh said.
Mr. Trinh Huu Trung, Vice Principal of Gia Dinh University, informed that in 2025, the school will recruit 43 lecturers, most of them PhDs, to develop the profession, including the health sector. "Recruiting PhDs is not just to meet the standards of university education institutions according to regulations, but the schools themselves also have the need to improve the quality of their staff to improve the quality of training," said Mr. Chung.
According to Mr. Trinh Huu Chung, from 2025, the Hemis system of the Ministry of Education and Training will update and closely monitor the data provided by schools according to regulations on university education standards. Specifically, if a major does not have enough PhDs, PhDs in major A overlap with major B... then that major will have its quota reduced or not be granted quota, and will not be included in the enrollment system of the Ministry of Education and Training.
