Unified leadership - efficient operation
Immediately after the issuance of Regulation No. 60-QD/TW dated March 8, 2022, by the Secretariat of the Central Committee, the Petrovietnam Party Committee proactively organized the dissemination and implementation of the regulation to all affiliated grassroots party organizations. Currently, the Petrovietnam Party Committee is organized according to a four-level model, with the Group-wide Party Committee as the higher-level grassroots organization, overseeing and guiding activities for the entire system.
The Petrovietnam Party Committee comprises 943 Party organizations, with over 13,800 Party members actively participating throughout the Group. The Party organization, integrated with the unique "Group - subsidiary - joint venture/partnership" management model, ensures unified leadership from top to bottom, facilitating the implementation of political tasks and personnel management, contributing to the development of the Party Committee and Petrovietnam in line with the Party's strategic direction.
Petrovietnam operates in five main areas, linked along the value chain of the oil and gas industry: oil and gas exploration and production, refining and petrochemicals, gas industry, power industry, and high-quality oil and gas services. Implementing a new development strategy guided by the Politburo and the Government, Petrovietnam is currently focusing on developing three strategic pillars: energy, industry, and services, with energy being the core pillar and maintaining a mutually supportive relationship between the three pillars.
The implementation of Regulation 60-QD/TW has created a strong shift in the role, position, and quality of the Party organization's activities at Petrovietnam. Specifically, in production and business activities, with the Group-wide Party Committee model, leadership is carried out consistently and uniformly with the industry's development strategy.
Regarding personnel management, the Group's Party Committee focuses on planning, appointing, training, and rotating personnel in line with the industry's development strategy. Having the Party Secretary also serve as the Chairman or General Director enhances accountability and ensures a synchronized approach between political leadership and business operations.
The Party Committee of the Group has led the development of a team of cadres at all levels with sufficient qualities, capabilities, and prestige, commensurate with their tasks. They regularly evaluate, identify, select, attract, and utilize talented individuals; encourage and protect cadres who dare to think, dare to act, dare to take responsibility, are dynamic and creative for the common good; and effectively implement policies focusing on young cadres, female cadres, and cadres from ethnic minorities.
Regarding Party organization building, from 2010 to the present, 25 new grassroots Party organizations have been established, 57 Party branch/committee models have been transformed, and more than 30 organizations have been received and transferred based on capital contributions. The Party Committee has maintained a rate of "clean, strong, and outstandingly performing" Party organizations at 36-45% over the past three terms.
In political and ideological work, the quality of Party branch meetings throughout the Party committee has been continuously improved. Through Party branch meetings, cadres and Party members enhance their sense of responsibility, actively study, cultivate and improve themselves, and help each other progress; the Party committees are able to closely monitor the ideological situation of Party members.
Regarding local coordination, the Group's Party Committee has signed coordination regulations with 7 provincial and city Party committees that have affiliated units, helping to enhance the effectiveness of implementing socio-economic development, security, and national defense tasks in the localities.

When the Party organization becomes a lever for development
Based on practical implementation over the past years, it can be affirmed that the Party organization model at Petrovietnam, according to Regulation 60-QĐ/TW, is a model for state-owned enterprises. Party building work is closely and continuously integrated with the leadership and implementation of political tasks and production and business activities of each unit and the entire Group; creating consensus and consistency in all stages and circumstances. This is also the biggest advantage of implementing the Group-wide Party Committee model according to Regulation 60-QĐ/TW.
Practical experience has proven that nearly 17 years of operation under the new model (Party Committee of the entire Group) has effectively promoted the position and role, enhanced the leadership capacity and fighting strength of grassroots party organizations; strengthened the quality, effectiveness, and efficiency of enterprises to maintain their key position and leading role in the economy; and ensured the centralized, unified, synchronized, comprehensive, and continuous leadership of the Group's Party Committee over its member units. This has significantly contributed to the stability and development of the socio-economic sector; ensured national energy security, food security, economic security, and participated in protecting national sovereignty, defense, and security at sea, making important contributions to social welfare throughout the country.
Operating under the Group-wide Party Committee model at Petrovietnam has leveraged the strength of the political system, fostered close value chain linkages between member units and the Group, and effectively utilized resources, coordinated and supported units in strategic issues such as investment, restructuring, handling risky assets, digital transformation, energy transition, crisis management, and building corporate culture.
The Party Committee model of the entire Group has clearly demonstrated its role as the center of political leadership, the nucleus of unity and development, contributing to ensuring energy security, macroeconomic stability, and building a self-reliant and integrated economy.
Given Petrovietnam's current and future position, role, importance, and scale of development, maintaining a unified and synchronized Party organization and political system throughout the Group is extremely important. This is crucial for the Group's Party Committee to comprehensively lead all areas of operation, ensuring unity, synchronization, effective and efficient operation, especially in production and business areas, and ensuring the full and timely implementation of the Party and State's directives regarding Vietnam's energy industry.
The implementation of Regulation 60-QD/TW at Petrovietnam not only brings practical benefits to the Group, but also serves as a model to be studied and replicated in other state-owned corporations and companies.
