Land clearance for key projects in Chuyen My:

In Chuyen My commune, many key infrastructure projects of the city and the country are being implemented, including Cenco5 route, North-South high-speed railway, 428A route and main routes connecting the region..., so the issue of site clearance plays an important role.

With the spirit of "land clearance is one step ahead", Chuyen My commune proactively implemented many solutions, both ensuring the legitimate rights of the people and creating favorable conditions for investors to soon implement the project.

The North-South high-speed railway is expected to pass through 11 villages of Chuyen My commune, including: Dong Ca, Thuong Lieu, Dai Nghiep, Le Nhue (including Le Nhue cemetery and Le Nhue pumping station), Thuong, Ung Cu, Tu Thuan, Cuu, Thuong Yen (including Thuong Yen cemetery), Gie Ha (including the old Phu Yen commune people's cemetery), Cau Gie, and Bai Le.

The total length of the route passing through the commune is about 10.3km, the land area to be recovered is 409,000m². Of which, rice land accounts for the majority with 280,785m²; rural residential land is about 27,652m²; cemetery land is 11,827m²; aquaculture land is 29,370m²; traffic land is 33,780m²; irrigation land is 14,347m² and about 11,000m² of other types of land (crop fields, unused land, perennial trees, river land, infrastructure service land, public works land...).

The large volume of land clearance, spread across many villages, more than 3,000 graves must be relocated, 165 households must be resettled... requiring careful preparation, transparent information and synchronous coordination right from the beginning.

Mr. Tran The Luc's family in Tu Thuan village has more than 1,000m² of land located entirely within the planning area of ​​the North-South high-speed railway project. Mr. Luc shared that his family strongly supports the project, hoping that the project will be implemented soon, compensation and support work will be carried out quickly, people will stabilize their lives; project information will be transmitted correctly and promptly for people to grasp.

According to Nguyen Ngoc Anh, Head of the Economic Department of Chuyen My Commune, identifying this as a key and urgent task, right after implementing the 2-level local government, the People's Committee of Chuyen My Commune proactively reviewed and prepared the necessary conditions for site clearance. The commune has established a Site Clearance Steering Committee to direct the review of affected households and subjects, and arrange forces ready to coordinate in performing the task when all legal documents are complete.

Vice Chairman of the People's Committee of Chuyen My Commune, Vu Van Huu, said that the work of site clearance for projects, especially the North-South high-speed railway project, is facing many challenges. First of all, the determination of compensation prices and resettlement support is still difficult due to the significant difference between the State price and the market price. This is the cause of easy frustration and complaints, directly affecting the progress of site handover. The reclamation of cemetery land is a sensitive issue, with many potential complications in propaganda and mobilization work... Some cases of encroachment, transfer, and illegal construction have not been resolutely handled, leading to the fact that when the State reclaims land, it is not eligible for compensation, easily giving rise to complaints and petitions beyond the level; land records at many stages are incomplete, determining the origin and land use process for plots of land without a certificate of land use rights is still complicated. The investor's coordination was not timely, and specific boundary markers and related legal documents were not provided, making it difficult for the locality to count and manage the current status...

Faced with that situation, Chuyen My commune proactively developed a plan to coordinate with specialized departments and offices, continue to promote propaganda, develop resettlement plans and collect graves. The commune proposed that the city and departments and branches soon direct the investor to announce the official boundary markers, and at the same time approve the grave collection plan to facilitate the site clearance work...

To ensure the project progress according to the direction of the Hanoi City Party Committee and People's Committee, Chuyen My commune recommends that the investor promptly announce the detailed planning and land acquisition boundaries; consider the resettlement land fund plan and cemetery expansion plan so that the relocation of graves can be carried out reasonably and scientifically .

"Land clearance is always a key task, deciding the progress and effectiveness of infrastructure projects. Each stage and step must be carefully prepared, transparent, public, creating consensus among the people," emphasized Chairman of the People's Committee of Chuyen My Commune Nguyen Huu Chi.
