Adjusting foreign language competency framework, expanding from preschool to primary school

The Ministry of Education and Training (MOET) plans to add Pre-A1 level to the Foreign Language Competency Framework, promptly meeting the needs and trends of foreign language teaching for young children from preschool to primary school in Vietnam today.

The Ministry of Education and Training has just posted a draft Circular on Promulgating the Foreign Language Competency Framework for Vietnam to widely solicit public opinion.

Built to replace Circular No. 01/2014/TT-BGDDT dated January 24, 2014, to meet the requirements of innovation in foreign language teaching and learning in the current period, this draft Circular has many important adjustments, updating modern language education trends.

Vietnam's foreign language proficiency framework is updated according to the criteria and content of the Common European Framework of Reference for Languages ​​(CEFR) in 2020, contributing to ensuring compatibility with language education standards that are widely used globally.

The draft also adds the Pre-A1 level, which helps cover the entire spectrum of foreign language proficiency, from the introductory stage to the level of proficiency, promptly meeting the needs and trends of foreign language teaching for young children (preschool, primary school) in Vietnam today.

At the same time, the new competency framework creates a favorable legal corridor for educational institutions to promote international cooperation and integration, ensuring consistency between domestic teaching activities and assessment standards of international testing organizations and publishers that are referencing the new competency framework, especially for English.

The draft Circular is developed in accordance with the spirit of Decision 2371/QD-TTg dated October 27, 2025 of the Prime Minister on making English the second language in schools for the period 2025-2035, with a vision to 2045.

The Ministry of Education and Training said the new circular is expected to take effect from January 1, 2027 and replace Circular 01/2014/TT-BGDDT promulgating the 6-level foreign language proficiency framework previously used for Vietnam.

The foreign language competency framework for Vietnam issued with this Circular is the basis for implementing teaching, evaluating and developing foreign language programs in the entire education system.
