The incident originated from an anonymous post on social media. The writer claimed to be a student at a college in Hanoi , who participated in the A80 program (80th Anniversary of the August Revolution and National Day) on September 2nd.
According to the writer, students from other schools received 1,600,000 VND in support for this training session, but students from his school only received 940,000 VND in cash; at the same time, the receipt did not clearly state the amount.
“When asked, the school explained that the difference was due to 'food and car rental expenses', but these expenses are the same as other schools and students are not allowed to see any lists, prices or invoices. The explanation was only verbal so I did not understand clearly,” the article stated.
The person who posted the content also raised some questions: Is it correct for students to sign a receipt but not write down the amount? Why is the support level between schools for the same program almost double?
The writer said he did not intend to criticize the school but only wanted to clarify the issue because the money to support students is state funding.

The incident is said to have occurred at Hanoi College of Tourism .
Some students also confirmed that the reflections in the article were true and questioned why other schools pay students more than their school even though they all practice the same.
Speaking with VietNamNet on the morning of November 30, Mr. Pham Van Long, Principal of Hanoi College of Tourism, said that the school is reviewing relevant documents and information to ensure the rights of students.
Mr. Long commented that this incident may have occurred due to unclear and incomplete information conveyed from homeroom teachers to students, and untimely explanations leading to unfortunate misunderstandings.
“The school affirms that there is no embezzlement of money from students and this will be clearly explained to the students next Monday afternoon (December 1). This incident is very unfortunate for the school and for the activity that the school has had the honor to participate in. It is possible that the homeroom teachers themselves do not have complete information,” Mr. Long said.
“I will meet students directly to answer all relevant questions. It is important for them to understand that the current information is incomplete,” Mr. Long said.
Mr. Long said the school has completed budget procedures according to regulations and the payment will be made according to the school's plan, divided into two installments.
“Of course, you will receive more money, because the current payment is only the first time. The payment is made in two installments, the teachers did not clearly inform the students. In the second payment, you will receive more than 500,000 VND. Not to mention, currently, on my desk, there are nearly 1,000 certificates that the school planned to issue to recognize and commend the efforts of students participating in A80, but have not yet been implemented. The initial intention was very good, which was to honor each student, but in the end, there was not enough information, which led to an unnecessary misunderstanding,” Mr. Long shared.
He said the school always pays close attention to and appreciates students' contributions to common activities, and affirmed that he and the school always work with the spirit of "all for students".
