Specialized schools are short of... students.

GD&TĐ - Following the administrative boundary merger, specialized high schools in some localities are facing a shortage of students due to students transferring to other schools as their parents move to new workplaces.

Some schools have submitted applications to recruit additional students for the 10th grade next school year.

Maximum support for students

Mr. Le Chau Van, Principal of Nguyen Tat Thanh Specialized High School ( Kon Tum , Quang Ngai), said that after the administrative unit merger, 18 students requested to transfer to Le Khiet Specialized High School (Nghia Lo, Quang Ngai) because their families live in the administrative center.

Among them, there are 11 tenth-grade students and 7 eleventh-grade students. For the tenth-grade students, because they had just been admitted, the transfer process went smoothly. As for the 7 eleventh-grade students, the school provided maximum support to complete their paperwork, ensuring that their studies were not interrupted.

"The number of 10th-grade students requesting transfers is scattered across specialized subjects, so it doesn't significantly affect the class sizes. The school also isn't recruiting additional students because this would disrupt the quotas allocated at the beginning of the year and affect other schools that have already accepted student applications," Mr. Van said.

On the receiving school's side, Mr. Tran Quang Hong - Principal of Le Khiet Specialized High School - shared that so far, the school has received 5 applications transferred from Nguyen Tat Thanh Specialized High School. According to the list provided by the Department of Education and Training, 18 students wish to study at the school, and the remaining students can complete the enrollment procedures before the start of the new school year.

The principal of Le Khiet Specialized High School added that, as of now, because the 11th-grade students transferring in have not yet completed all the necessary paperwork, the school has not yet compiled a specific list of elective subjects. However, initial findings indicate that no cases have arisen regarding subjects that the school does not offer. In the event of any exceptions, the school will arrange suitable classes and provide supplementary tutoring and support to ensure the students complete their studies.

"The school proactively provides maximum support to help students integrate and avoid disadvantages when they have to move to a new place of residence and study. After they settle in, we will organize an assessment to evaluate their abilities, and then develop appropriate support plans," Mr. Hong said.

Currently, Le Khiet Specialized High School has approximately 1,300 students. The 10th grade alone has 12 classes with 420 students, with two classes each for Mathematics, Literature, and English; the remaining six subjects – Physics, Geography, History, Biology, Informatics, and Chemistry – each have one specialized class. According to Mr. Hong, the regulation stipulates that each specialized class should not exceed 35 students; however, in exceptional cases, the class size may be slightly increased while still ensuring the quality of teaching and learning.

In addition to providing favorable learning conditions, Le Khiet Specialized High School also arranges free dormitory accommodation, internet, electricity, water, and textbooks if students need them. The school aims to create the most favorable learning environment so that students can focus on their studies and continue to develop their abilities.

Some places saw an increase in class size, while others experienced a decrease.

According to statistics from the Da Nang Department of Education and Training, three students have expressed a desire to transfer from Nguyen Binh Khiem Specialized High School (Thach Ban, Da Nang). Of these, two have just been admitted to grade 10, and one has completed the grade 10 program. Mr. Pham Dinh Kha, Head of the Secondary Education and Continuing Education Department of the Da Nang Department of Education and Training, stated: “The advantage is that Le Quy Don Specialized High School organizes elective courses according to students' preferences with a flexible timetable. Therefore, if students transfer schools, they will not have difficulty integrating with the elective subjects they have already studied.”

The Department of Education and Training of Gia Lai province has been assigned by the Provincial People's Committee to direct Le Quy Don Specialized High School (Quy Nhon) and Hung Vuong Specialized High School (Pleiku) to carry out the procedures for admitting and transferring students who wish to do so, ensuring timeliness, convenience, and early stabilization of their studies in the new environment. Currently, Le Quy Don Specialized High School (Quy Nhon, Gia Lai) has only admitted 10 students; the increase is about 2-3 students per class, and not every class has this increase.

According to the leaders of the Gia Lai Provincial Department of Education and Training: The number of students transferring from Hung Vuong Specialized High School is currently being compiled. However, the admission process will fully comply with the regulations and rules of the specialized school.

For the 2025-2026 10th grade entrance exam, Ha Giang Specialized High School (Ha Giang 1, Tuyen Quang province) has 557 registered candidates, while the school's enrollment quota is 350 students/10 specialized classes.

According to the Decision on the admission of students to grade 10, Ha Giang Specialized High School has 350 students divided equally among 10 specialized classes: Mathematics, Physics, Chemistry, Biology, Informatics, Literature, History, Geography, English, and Chinese. The leadership of Ha Giang Specialized High School reported that 14 students did not come to school to complete the enrollment procedures at the time of admission.

“For the 2025-2026 school year, 14 students did not enroll. This is not necessarily because after the merger, students moved with their parents to the new administrative center. The school has submitted a report to the Department of Education and Training of Tuyen Quang province and is awaiting instructions for supplementary admissions,” shared Mr. Cao Xuan Nam, Deputy Principal of Ha Giang Specialized High School.

According to the supplementary enrollment plan for the 2025-2026 school year of Tuyen Quang Specialized High School (Minh Xuan, Tuyen Quang), the number of 10th-grade students who wish to transfer after the province merger is 4 students/4 specialized classes in Mathematics, Informatics, Literature, and Geography.

According to data from the Tuyen Quang Department of Education and Training, approximately 500 students at all levels registered to transfer to schools in the provincial center, including 113 preschool children, 208 primary school students, 136 secondary school students, and 50 high school students.

Ms. Vu Thi Kim Chung, Deputy Director of the Department of Education and Training of Tuyen Quang province, informed: Implementing a two-tiered local government system will bring about changes in state management of education. Many students will move to the provincial center with their parents, and the Education sector will promptly provide advice to prevent gaps or disruptions to its duties.

Mr. Bach Dang Khoa, Deputy Director of the Department of Education and Training of Bac Ninh province, said that, in principle, the department is creating all conditions for the children of officials at the unit to move to their new workplace (the new Bac Ninh province) quickly, reasonably, and conveniently.

Specifically, after compiling the total number, the department will review the needs of parents. “We will create the best conditions for children to attend school with their parents, but we must comply with general regulations. For example, public schools can allow transfers, but transferring from private to public schools is not permitted.”

"For students in key, high-quality junior high schools (if any), the basic choice will be based on the parents' wishes and preferences...", Mr. Khoa said, noting that the former Bac Giang and Bac Ninh provinces both had systems of key, high-quality junior high schools. Students who passed the entrance exams to these systems would be transferred according to their wishes and preferences.

Regarding the renaming of specialized high schools, the Deputy Director of the Department of Education and Training of Bac Ninh province affirmed that the two specialized high schools in Bac Ninh province will retain their original names, namely Bac Ninh Specialized High School and Bac Giang Specialized High School.

As for Hung Vuong Specialized High School (Viet Tri, Phu Tho), it has not yet received any transfer applications from students. Mr. Dao Manh Thang, the school's principal, stated: "The Phu Tho Department of Education and Training has recently issued a directive instructing public schools to facilitate the admission of students whose parents are transferring due to the province's merger. Regarding specialized schools, due to their unique characteristics, we are awaiting further guidance from the department."

Students from specialized high schools will transfer schools according to the regulations of the Ministry of Education and Training; however, there will be more flexibility with the aim of creating the best conditions for students and parents. Children must accompany their parents when they relocate for work after the merger of Bac Ninh province.
