In the context of a constantly changing business environment and an increasingly完善 legal system with many new regulations directly impacting production and business activities, legal support for businesses is identified as one of the important solutions to enhance legal compliance capacity, minimize risks, and build trust within the business community. In Quang Ninh, 2025 marks positive developments, as legal support for businesses is implemented comprehensively, systematically, and progressively in depth.

Implement a coordinated approach, closely aligned with business needs.

Implementing the decrees, decisions, and plans of the Government and the Provincial People's Committee on legal support for small and medium-sized enterprises, Quang Ninh has proactively concretized these through a system of plans and action programs suitable to local realities. Departments, agencies, and localities have all developed implementation plans according to their functions and tasks; simultaneously integrating legal support content into programs to improve the investment environment, reform administrative procedures, and enhance the PCI and DDCI indices.

The province promptly directed the linking of legal support with the requirement to improve the quality of policy development and implementation. The Provincial People's Committee directed specialized agencies to strengthen the review of legal documents, ensuring that no regulations or business conditions hindering business operations arise; and to promptly identify shortcomings and propose amendments and additions. This approach helps to limit legal risks from the outset, creating stability and transparency in the investment and business environment.

Simultaneously, the provision of legal information has been strongly implemented through various channels. Thousands of news articles and legal documents are regularly posted on the electronic portals, fanpages, and Zalo OA of departments and agencies; the sections "Legal Support for Businesses" and "Businesses Ask - Authorities Answer" are effectively maintained, helping businesses easily access new regulations and policies on taxation, investment, land, labor, customs, import and export, etc.

In 2025 alone, the province's specialized agencies organized 2,300 dialogue conferences, forums, and direct working sessions with businesses. Through these events, many difficulties and obstacles related to administrative procedures, financial obligations, business conditions, and operational model transformation were promptly addressed and resolved. Notably, 100% of administrative procedures related to legal support for businesses were handled at the Public Administrative Service Centers at all levels, maximizing convenience for organizations and individuals.

Creating tangible results step by step

Through synchronized and practical approaches, legal support for businesses in Quang Ninh has gradually made significant progress. By 2025, the entire province had organized more than 900 training courses to provide legal knowledge to businesses and workers, focusing on practical areas such as: taxation, investment, land, construction, labor, insurance, fire prevention and control, environmental protection, digital transformation, and electronic invoices…



In addition, hundreds of thousands of businesses have accessed legal information through digital platforms; thousands of issues have been received and resolved through email, hotlines, direct dialogues, and mass media. Specifically in the customs sector, the Customs Sub-Department of Region VIII received and resolved 185 opinions and issues from businesses, ensuring 100% of requests were processed promptly; and provided legal information to 3,874 businesses through specialized support models. In the field of business registration, since the implementation of the two-tiered local government model, the Department of Finance has supported over 10,200 businesses and household businesses in carrying out online procedures; contributing to reducing time and costs and facilitating production and business activities.

The most important thing is not just the number of activities, but the change in approach. Instead of waiting for businesses to encounter problems before resolving them, authorities have shifted strongly towards a supportive and risk-prevention mindset, proactively providing information and early warnings about new regulations and areas where businesses are likely to violate them.

Mr. Nguyen Chinh Nghia, Deputy Director of the Department of Justice, said: “Providing legal support to businesses is identified by the province as a regular and long-term task. Departments, agencies, and localities focus on improving the quality of legal information, diversifying support forms, and strengthening direct dialogue so that businesses understand and act correctly; thereby feeling secure in investing and expanding production and business in the area.”

Mr. Trinh Xuan Dao, Director of ANT Tax Agency Services Co., Ltd., shared: “In recent years, tax policies have changed frequently, and if not updated promptly, errors can easily occur. The fact that tax authorities and relevant departments organize dialogues, training sessions, and provide guidance documents has helped businesses and consulting firms like ours grasp new regulations early and provide more accurate advice to clients.”

In reality, with adequate legal support, businesses are more proactive in developing production and business plans, reducing disputes and violations. The relationship between the government and businesses is becoming increasingly open and trustworthy. This is a crucial foundation for Quang Ninh to continue maintaining its image as a locality with a transparent, friendly, and safe investment environment.

Despite remaining challenges, the results achieved show that legal support for businesses in Quang Ninh is gradually becoming more effective. Continuing to improve mechanisms, enhance the quality of the legal support staff, and encourage businesses to proactively access and utilize legal services will be crucial factors in creating a foundation for stable and sustainable development.
