As a retired official who regularly follows the People's Council sessions through newspapers and television, I have noticed that many important issues directly related to people's lives have gradually become more transparent. Resolutions and decisions on socio- economic development, budget, public investment, and social welfare policies are published in the mass media, posted at commune and ward offices, community cultural centers, and disseminated through voter outreach meetings and local broadcasting systems. These efforts demonstrate the responsibility and proactive approach of the People's Council in ensuring the people's right to information. However, in reality, information dissemination still faces limitations. Many resolutions and decisions, although publicly available, are heavily reliant on administrative jargon and lack concise, easy-to-understand summaries, making it difficult for citizens to access and follow them. The posting of documents in some places remains largely a formality and fails to truly attract attention. Meanwhile, electronic information channels are not yet truly convenient for the elderly and people in rural areas. Another issue of concern to voters is the timeliness of information. Some policies and projects are only made public when the decision-making process is almost complete, leaving citizens insufficient time to study them and contribute their opinions. Based on this experience, I hope that People's Councils at all levels will continue to innovate their methods of providing information in a way that is more transparent, clearer, and more accessible; and at the same time, diversify the forms of communication and publicly disclose the acceptance and explanation of voters' opinions. Through this, the people's right to know will be genuinely guaranteed, contributing to strengthening the people's trust in the activities of elected bodies.

As a teacher who has witnessed the workings of local government, I recognize that People's Councils at all levels play a particularly important role in the local political system. The People's Councils are not only state power organs at the local level, but also a bridge between the Party, the State, and the people, where the legitimate voices and aspirations of the people are received, reflected, and concretized into resolutions and policies. Through sessions, questioning, thematic supervision, and voter outreach, the People's Council creates opportunities for citizens to be informed and to participate in discussions on issues directly related to their lives. When the People's Council effectively performs its supervisory function, persistently questions and closely monitors the resolution of existing problems, the people's right to self-governance is truly guaranteed. At the same time, policies on socio-economic development, social security, education, and healthcare, if implemented effectively, will bring tangible benefits to the people. Entering the 2026-2031 term, amidst the country's accelerated industrialization, digital transformation, and deep international integration, I expect People's Councils at all levels to continue to innovate and improve the quality of their operations. It is necessary to strengthen supervision, enhance critical analysis, and demand transparent accountability to voters; and to promote the application of digital technology to receive and process citizens' opinions promptly and publicly. At the same time, People's Councils should focus on practical issues such as narrowing the development gap, protecting the environment, promoting a green economy, and paying more attention to remote and disadvantaged areas. More importantly, each member of the People's Council needs to be truly close to the people, listen to the people, dare to speak up, dare to act, and take responsibility for the common good. When the People's Council operates effectively and concretely, placing the interests of the people at the center, it will meet the trust and expectations of the voters. |

Beyond being merely local state power organs, People's Councils need to truly be the voice of the people and the business community, acting as a bridge to translate the Party's guidelines and the State's policies into practical production and business activities. The Viet Ceramic Complex was established amidst significant fluctuations in both the domestic and global economies. As a young private enterprise, we have gradually overcome challenges, asserted our position, and built our brand in the international market. The foundation of this process is our unwavering commitment to science and technology, and our view of innovation as the driving force throughout. Starting from a small research unit with limited resources, we launched a movement to encourage innovation and technical improvements, fostering a spirit of learning and creativity among all staff and employees. "Today must be better than yesterday" became our motto, driving continuous improvement and enhancing competitiveness. Throughout this journey, the role of the leaders and party members in the two party committees within the complex is crucial. Party members must be both politically sound and professionally competent, pioneering innovative thinking, daring to think, daring to act, and daring to take responsibility, thereby creating trust and consensus within the collective. From practical experience, I have observed positive changes in the People's Councils at all levels in issuing mechanisms and policies to support the private economy. I expect that in the next term, the People's Councils will be more closely involved with businesses, fully listen to opinions from practice, understand difficulties, and issue resolutions that are practical, feasible, and ensure a fair and transparent competitive environment. When the voice of businesses is respected and institutionalized into appropriate policies, social consensus will be strengthened, creating a strong impetus for the sustainable development of the private sector and its increasingly significant contribution to the country. |
