In accordance with the Provincial People's Committee's plan to hold dialogues with citizens, on the morning of April 19th, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, held a dialogue with Mr. Dang Thai Doan, residing at Group 8A, Area 2B, Hong Hai Ward, Ha Long City. Also present were leaders from several departments, agencies, and Ha Long City.
According to the complaint, Mr. Dang Thai Doan's land in Hong Hai ward was subject to expropriation for several urban transportation routes in Ha Long city, and he was compensated with residential land in Cao Thang ward with land use fees. Mr. Doan complained that he disagreed with the Ha Long City People's Committee's decision to allocate resettlement land with 100% land use fees collected, arguing that he should be granted a 65%-70% reduction in land use fees as stipulated in the Decree on preferential treatment for people with meritorious services to the revolution.
Based on the verification of the complaint's content and the input from representatives of departments, agencies, and Ha Long City, Mr. Vu Van Dien, Standing Vice Chairman of the Provincial People's Committee, affirmed that the allocation of the resettlement land plot to Mr. Doan, and the non-application of exemption policies for this plot in Cao Thang Ward, is in accordance with the law and has been addressed in writing.
However, during the review process, considering that Mr. Dang Thai Doan is a meritorious individual and the verification of land origin and the family's management and use of the land has never resulted in any exemption or reduction of land use fees, the Standing Vice Chairman of the Provincial People's Committee instructed the Ha Long City People's Committee to review the land clearance plan for the land acquisition of Mr. Dang Thai Doan in Hong Hai ward to specifically determine each portion of the land to be acquired, including: the area of land to be liquidated, the area of land used before October 1993, and the area of land used stably after October 1993.
Based on that, accurately and fully calculate the amounts deducted and remitted to the state budget as prescribed, while also considering applying land use fee exemptions and reductions under the policy for meritorious individuals at the same time to directly exempt or reduce them according to the land acquisition and compensation plan. Ha Long City also needs to review similar cases to proactively resolve them.
