The Vice Chairman of the National Assembly , Lieutenant General Tran Quang Phuong, delivered a directive speech.
According to the An Giang Provincial Election Committee, the committee has seriously implemented the directives from the Central Government, focusing on Directive No. 46-CT/TW of the Politburo, Directive No. 28/CT-TTg of the Prime Minister, and documents from the Ministry of Public Security and the Ministry of National Defense regarding the leadership and organization of the election. Through the implementation of these tasks, the political security and social order in the province have remained basically stable, with no complex incidents affecting the election having arisen.
As a border area with a particularly strategic position in terms of national defense and security, the An Giang Provincial Police have closely coordinated with local authorities to identify 2,712 polling stations. To date, the verification process has been completed, involving over 3.6 million voters across the province. The consultation and nomination process for candidates for the 16th National Assembly and People's Councils at all levels for the 2026-2031 term has been carried out in accordance with regulations; no negative public opinion has arisen; the protection of state secrets and cybersecurity have been strictly implemented; and false and hostile viewpoints have been promptly prevented and countered, while the dissemination of positive information about the election has been enhanced.
In particular, 100% of the officers and soldiers of the provincial armed forces have been briefed on their duties, maintained a state of combat readiness, and regularly practiced plans to handle emerging situations.

Mr. Nguyen Thanh Phong, Standing Vice Chairman of the People's Committee of An Giang province and Vice Chairman of the Provincial Election Committee, delivered a speech.
Deputy Speaker of the National Assembly Tran Quang Phuong acknowledged and highly appreciated the preparations for the election by the Standing Committee of the Provincial Party Committee and the Provincial Election Committee of An Giang; and at the same time requested the province to continue to strictly implement the directives of the Central Government, the Ministry of Public Security, and the Ministry of National Defense on ensuring security, order, and social safety so that the election of deputies to the 16th National Assembly and deputies to the People's Councils at all levels for the 2026-2031 term will be successful.
The province is stepping up its propaganda efforts to ensure that voters are aware of and can choose to elect individuals with sufficient virtue and talent, who meet the criteria and structure, to serve as representatives in the 16th National Assembly and the People's Councils at all levels for the 2026-2031 term.
The Vice Chairman of the National Assembly noted that, given An Giang's unique characteristics as a coastal and island area with over 3,600 fishing vessels regularly operating offshore and thousands of fishermen involved, the province should study the option of using border guard checkpoints as "mobile ballot boxes" to facilitate and ensure the civic rights of fishermen even while on duty at sea. For the elderly and those with mobility difficulties, polling stations should have plans to bring ballot boxes to their homes so voters can cast their ballots.

Mr. Duong Thanh Binh, Chairman of the National Assembly's Committee on Citizen Petitions and Supervision, delivered a speech.
Regarding security and order, the Vice Chairman of the National Assembly requested that functional forces thoroughly rehearse response plans according to the principle of "clear responsibilities, clear tasks, clear timing"; strengthen intelligence gathering, handle complaints, prevent and combat activities that disrupt the election, and ensure absolute security and safety for the election in the province.
The Vice Chairman of the National Assembly noted the need to focus on organizing and arranging polling areas scientifically and rationally, avoiding congestion during peak hours.
