Delegates attending the March session of the Provincial People's Committee.

In this afternoon's session, delegates contributed their opinions on the Report assessing the implementation of the socio-economic development plan and ensuring national defense and security in the first quarter, and key tasks for the second quarter of 2024; the Report on the implementation of the public investment plan, the socio-economic recovery and development program, and the three national target programs in the first quarter of 2024; and considered the content of adjusting the medium-term public investment plan using state budget funds for the period 2021-2025, and the capital plan for 2024.

Comrade Tran Quoc Cuong, Member of the Central Committee of the Party and Secretary of the Provincial Party Committee, delivered a speech at the session.

Basically, the opinions were in agreement with the report's content, while also analyzing and clarifying the targets achieved and not achieved, as well as the objective and subjective reasons for: the slow implementation of land auctions; the slow progress of some non-public investment projects by investors whose investment policies have been approved, especially the macadamia tree planting project; the slow progress of land and forest allocation; and the relatively large area for which payments for forest environmental services have not yet been made, causing losses to the people. The Provincial People's Committee needs to develop a plan to select two districts to pilot the implementation of the three national target programs in the province. The implementation of Project 06 in the province should be accelerated.

Comrade Giàng Thị Hoa, member of the Standing Committee of the Provincial Party Committee and Vice Chairman of the Provincial People's Council, contributed her opinion on the field of land and forest allocation.

Speaking at the meeting, Provincial Party Secretary Tran Quoc Cuong conveyed the praise, recognition, and commendation of the Party and State leaders for Dien Bien province's implementation of festivals and the opening of the National Tourism Year 2024; and the summary of the implementation of housing construction for poor households. In the second quarter, the Provincial Party Secretary requested that departments, agencies, and localities complete projects commemorating the 70th anniversary of the Dien Bien Phu Victory and other tasks according to the set schedule. During implementation, flexibility in leadership and management is required; any difficulties or obstacles should be addressed by seeking collective opinions and the Standing Committee of the Provincial Party Committee. At the same time, tourism promotion activities should be intensified, working with a sense of responsibility and dedication to attract more tourists to the province. The agricultural sector should continue to transform the crop structure for higher yields, with each locality needing key industrial and food crops.

Comrade Le Thanh Do, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Committee, concluded the working session on the afternoon of April 1st.

Concluding the meeting, Chairman of the Provincial People's Committee Le Thanh Do requested that all departments, districts, towns, and cities prioritize and strive for the 70th anniversary of the Dien Bien Phu Victory. He also instructed the Department of Planning and Investment to allocate 100% of the allocated funds in detail during the second quarter. In the agricultural sector, preparations should be made for land and seedlings for reforestation and macadamia nut planting in 2024; the land and forest allocation plan should be largely completed. National target programs must overcome the shortcomings of 2023 to ensure better implementation in 2024; the recognition of OCOP products should be accelerated, and no difficulties should be created in the recognition process. In the construction sector, focus should be placed on reviewing the general and detailed planning; completing legal procedures to start new projects in 2024; and for ongoing projects, land clearance should be expedited. Regarding digital transformation, we will continue to improve and enrich the national and population databases, and expedite the completion of the province's smart operation center. We will ensure food safety and hygiene, and prevent price gouging and unfair pricing practices.

The session will continue tomorrow (April 2nd) with many important topics.
