At the working session this afternoon, delegates gave their opinions on the Report assessing the implementation of the socio -economic development plan, ensuring national defense and security in the first quarter, key tasks in the second quarter of 2024; Report on the implementation of the public investment plan, the socio-economic recovery and development program and 3 national target programs in the first quarter of 2024; reviewing the content of adjusting the medium-term public investment plan of state budget capital for the period 2021-2025, the capital plan for 2024.

Comrade Tran Quoc Cuong, member of the Party Central Committee, Secretary of the Provincial Party Committee spoke at the meeting.

Basically, opinions agreed with the content of the report, at the same time, analyzed and clarified the achieved and unachieved targets, objective and subjective reasons: Slow implementation of land auctions; slow progress in implementing some non-public investment projects of investors that have been approved for investment policies, especially the macadamia tree planting project. Slow progress in land allocation and forest allocation; relatively large area of unpaid forest environmental services, causing disadvantages to the people. The Provincial People's Committee needs to develop a plan to select 2 districts to pilot the implementation of 3 national target programs in the province. Speed up the implementation of Project 06 in the province.

Comrade Giang Thi Hoa, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council, gave her opinion on land and forest allocation.

Speaking at the meeting, Secretary of the Provincial Party Committee Tran Quoc Cuong conveyed the praise, recognition and commendation of the Party and State leaders to Dien Bien province in implementing festivals and opening the National Tourism Year 2024; summarizing the implementation of housing construction for poor households. In the second quarter, the Provincial Party Committee Secretary requested departments, branches and localities to complete projects to celebrate the 70th anniversary of Dien Bien Phu Victory, and tasks according to the set schedule. During the implementation process, it is necessary to be flexible in directing and operating, if there are difficulties or problems, it is necessary to ask for collective opinions and opinions of the Standing Committee of the Provincial Party Committee. At the same time, promote tourism promotion activities, work with a sense of responsibility and enthusiasm to attract more tourists to the province. The agricultural sector continues to transform the crop structure for high productivity, each locality needs to have industrial crops and staple food crops.

Concluding the working session, Chairman of the Provincial People's Committee Le Thanh Do requested that the sectors, districts, towns and cities need to identify the highest task and make the greatest effort to prepare for the 70th anniversary of Dien Bien Phu Victory. At the same time, the Department of Planning and Investment must allocate 100% of the allocated capital in the second quarter. In the agricultural sector, well prepare land and seedling conditions to implement afforestation and macadamia planting in 2024; basically complete the land and forest allocation plan. National target programs must overcome the limitations of 2023, to better implement in 2024; promote the recognition of OCOP products, and must not cause difficulties in the process of implementing recognition procedures. In the construction sector, focus on reviewing the general planning and detailed planning; complete legal documents and procedures to start new projects in 2024; and accelerate site clearance for ongoing projects. Regarding digital transformation, continue to improve the national and population database, and soon complete the province's Smart Operation Center. Ensure food hygiene and safety, and prevent price increases and price gouging.
