Using technology to popularize English

In the context of rapid digital transformation, making English the second language in education is gradually becoming an essential requirement to improve the quality of human resources and the capacity for international integration.

At a recent national conference in Hanoi themed "Technological Solutions in Implementing the Policy of Making English the Second Language in Higher Education," organized by the Central Propaganda and Mass Mobilization Department in collaboration with the Ministry of Education and Training and Hanoi National University, administrators, experts, and educational institutions discussed the role of technology in realizing this goal.

The consensus at the workshop was that a bilingual education ecosystem based on technology needs to be built, with close participation from the government, schools, and businesses. This is a crucial factor in ensuring feasibility and effectiveness when implemented on a large scale.

According to Dr. Nguyen Xuan Long, Rector of the University of Foreign Languages ​​(Vietnam National University, Hanoi), the conference is not only an academic forum but also a political task providing strategic direction and policy advice to the Party and the State. The conference content is linked to the implementation of two major resolutions: Resolution No. 57-NQ/TW dated December 22, 2024, on breakthroughs in the development of science and technology, innovation, and national digital transformation, and Resolution No. 71-NQ/TW dated August 22, 2025, of the Politburo on breakthroughs in the development of education and training.

In addition, the project "Making English the second language in schools in the period 2025-2035, with a vision to 2045" was approved by the Prime Minister on October 27, 2025, and is chaired by the Ministry of Education and Training, with the participation of the University of Foreign Languages ​​from the very beginning.

Previously, since the Politburo issued Conclusion No. 91-KL/TW on August 12, 2024, on continuing to implement Resolution No. 29-NQ/TW of the 11th Central Committee of the Communist Party of Vietnam, which mentioned "gradually making English the second language in schools," the school has proactively implemented a pilot program at its affiliated Foreign Language Junior High School.

According to Dr. Nguyen Xuan Long, nearly 50 scientific reports from representatives of educational management agencies, experts, scientists from universities and academies, and educational technology businesses have been submitted to the Organizing Committee, focusing on three main topics: Technological Solutions, English as a Second Language (ESL), and Higher Education.

In reality, the teaching and learning of English in Vietnam has seen many positive changes in recent years, from expanding training programs to increasing the application of technology in teaching. However, the foreign language proficiency of learners still has limitations and is uneven across regions, highlighting the need for breakthrough solutions.

In this context, technology, especially artificial intelligence, is opening up new approaches. Digital learning platforms help personalize the learning process, support real-time competency assessment, and create a rich and easily accessible repository of learning materials for learners in various regions.

It is evident that, with the support of technology, the journey to making English the second language in Vietnamese education is gradually gaining a solid foundation, opening up opportunities for deeper integration into a new phase of development.
