As the old year 2025 draws to a close and the new year 2026 arrives, each officer and soldier of the provincial armed forces has their own unique feelings, but all share a common sentiment: faith, pride, and a desire to contribute. Looking back on the journey so far, we appreciate even more the collective efforts of the entire Party Committee, government, armed forces, and people of the province in maintaining political stability, ensuring national defense and security, and creating an important foundation for the province's sustainable development. For the provincial armed forces, the past year was a challenging one, but also marked by a strong sense of responsibility and unity; successfully completing national defense, military, and border defense tasks.

Entering the new year, I am confident that the provincial armed forces will continue to uphold the tradition of "unwavering loyalty, proactive creativity, tenacious steadfastness, and decisive victory"; constantly hone their political acumen and revolutionary moral qualities; and build an increasingly strong force, closely bound to the people. Every officer and soldier will deeply understand that the strength of the armed forces is not only created from training grounds, practice areas, or weapons and equipment, but also nurtured by the trust, love, and support of the people. All officers and soldiers of the provincial armed forces will continue to cultivate the aspiration to contribute, ready to accept and successfully complete all tasks, contributing to spreading the noble and enduring values of the image of "Uncle Ho's soldiers" in the new era.

In the joyful atmosphere of the first days of the new year, as a priest, I pray that the Catholic community, as well as other religions, will always stand together, share, and work hand in hand with the local authorities to maintain the stability, safety, and development of our province.

Furthermore, the greatest aspiration that I believe all religions share is a peaceful world. Last year, the Khanh Hoa Employment Service Center successfully organized 176 job fairs, connecting 720 businesses with employers and more than 3,700 workers with jobs; provided job counseling to over 13,600 people, and referred more than 7,500 workers who were not eligible for unemployment benefits to jobs, helping nearly 3,700 people find employment…

In 2026, the labor market is projected to show signs of recovery, but with a clear differentiation between industries. Therefore, the center will focus on improving the quality of job counseling and placement; updating, analyzing, evaluating, and accurately forecasting labor market information to promptly meet the recruitment needs of businesses; prioritizing the processing of unemployment benefit applications, strengthening guidance for workers to submit applications online through the National Public Service Portal and via public postal services; and implementing a "One-Stop Shop" process for the most convenient and efficient service. The center will also promote the dissemination of unemployment insurance policies; innovate its operational methods, and improve the quality of services to better serve workers and businesses. It is hoped that every worker who comes to the center will find a suitable and stable job; and that businesses will easily access quality human resources, thereby developing the labor market and ensuring sustainable employment.

In 2025, the lives of the Raglai people in the province will see positive changes thanks to the attention of the Party and the State, and the close guidance of the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and the local authorities at all levels. We are pleased that many policies and programs for ethnic minority areas continue to be implemented comprehensively and effectively, especially national target programs. As a result, many ethnic minority households have gradually stabilized their lives, increased their income, and gained access to science, technology, and new knowledge.

Entering 2026, the shared aspiration of the Raglai people of Khanh Hoa is to continue living in an environment of peace, unity, stability, and sustainable development. We hope that policies supporting ethnic minority areas will continue to be implemented, especially solutions related to irrigation, crop restructuring, adaptation to climate change, and long-term livelihood development. Along with economic development, I also expect that the preservation, protection, and promotion of the traditional cultural identity of our ethnic group will continue to be prioritized, linked with the development of community-based cultural tourism, creating more jobs, improving the spiritual life of the people, and working together to build a more developed, civilized, prosperous, and beautiful Khanh Hoa homeland.

A new spring has arrived across the Truong Sa archipelago. As a resident living in this remote, windswept area of our homeland, I hope that in the new year, the weather will always be favorable, and the regional situation will remain stable so that fishermen can have smooth sailing, and so that ships carrying Tet goods, letters from the mainland, and the sentiments of the whole country to Truong Sa will be safe and secure. Furthermore, I hope that the Truong Sa Special Economic Zone will continue to receive the attention of the Party, the State, and the people of the whole country in all aspects. In particular, I hope that the harbors and fishing villages will continue to be upgraded and become more bustling, so that Truong Sa can become a major trading hub, contributing to the economic development of the sea.

Regarding living conditions, we hope that more investment will continue in clean energy systems such as solar and wind power, and clean water filtration systems; and that the island's landscape will continue to be improved with the planting of more trees, making Truong Sa even greener and ensuring a better living environment for the military and civilians on the island. In the new year, the military and civilians of the special zone are determined to strive in emulation, contributing to building a strong and stable Truong Sa in the middle of the ocean.

In 2026, Vietnamese agriculture faces the urgent need for a strong transformation towards a green and sustainable model to adapt to climate change and integrate more deeply into the global economy. The international market increasingly values criteria such as low carbon emissions, traceability, circular production, and environmental responsibility. This forces farmers to change their mindset, shifting from prioritizing quantity to focusing on quality, ecological value, and transparency throughout the production chain.

With high-tech agriculture, I believe that "green" is not just about reducing chemicals or saving water, but about applying technology to control the entire product lifecycle, from seeds, smart farming, using renewable energy, to sustainable processing and consumption. When agricultural products meet international standards, farmers will not be left behind in the integration process but will become an active link in the global value chain. My wish for the new year is that young farmers will be given more confidence, policies, and infrastructure to dare to invest long-term, build green, modern, and responsible agricultural models, enriching their homeland while contributing to affirming the position of Vietnamese agricultural products in the world market.

Furthermore, I hope that insurance, welfare benefits, worker housing, and childcare facilities for employees' children will continue to receive attention and investment, so that workers don't just "come to work and leave," but truly remain committed to the place where they contribute for the long term.

I hope that the voices of workers will continue to be heard more, and that difficulties and problems regarding wages, working hours, and mental well-being will be promptly shared and resolved. When our rights are guaranteed, we will feel secure in our work, improve our skills, discipline, and productivity. I believe that if each worker strives, each enterprise cooperates, and society joins hands in caring for them, 2026 will be a more prosperous year for all workers.
