The sacred vow under the stilt house
Bui Quoc Viet is the youngest Party member admitted by the Chao Nac village Party branch in early 2026, along with Bui Van The (born in 1986) and Bui Thi Hien (born in 1988). After the ceremony, Viet shared that he felt happy and proud, but also a little nervous. “It’s not just a ceremony, but a promise to myself to continue studying, training, and living more responsibly to be worthy of the trust of the Party branch and the villagers,” said Party member Viet.
Few people know that achieving that membership ceremony was the result of a persistent journey by the Chạo Nạc village Party branch in finding and nurturing outstanding individuals. According to Comrade Bùi Văn Khiểm, Secretary of the Chạo Nạc village Party branch, after the merger of Quàn and Chạo Nạc villages into the new Chạo Nạc village on July 1st, the branch had 51 members. “There were times when the branch didn’t recruit any new members for many years. Young people went away to work, few stayed, and some didn’t even understand the purpose of joining the Party,” Comrade Khiểm recalled.
Without rushing, the Party branch committee chose to patiently meet with each young person during road construction, environmental sanitation, or community activities to share that Party members have no privileges, only greater responsibilities to the village. For those who were not yet ready, the Party branch assigned tasks within their capabilities, such as participating in self-governing groups, supporting mass organization activities, contributing to rural development projects, and coordinating efforts to encourage villagers to implement local policies.
Through each specific task, the Party branch monitored, commented on, and encouraged them to gradually mature. It was this perseverance that yielded results. At the beginning of 2026, the Chạo Nạc Party branch admitted three more Party members – something that even the Party members themselves wouldn't have dared to imagine many years prior.

Based on positive factors, the Thung hamlet Party branch has admitted outstanding individuals into the Party.
The story in Chạo Nạc is also a microcosm of many residential area Party branches in Mường Vang commune.
In Coc village, Comrade Bui Thi Diem, the Party Branch Secretary, has repeatedly expressed her concern about the fact that the branch has not been able to recruit new Party members for many years. "The local youth pool is dwindling. After finishing school, they all go to work far away or work abroad. If we only wait for the masses to voluntarily register and strive to join the Party, it will be very difficult to find a source," Comrade Diem shared.
From 2022 to the present, the Coc village Party branch has admitted 1 to 2 new Party members each year. In the first six months of 2026 alone, the village admitted two outstanding individuals: Bui Duc Duy (born in 1982) and Bui Anh Tuan (born in 2004). According to Comrade Diem, the valuable aspect lies not in the number of members but in the growth and development of each individual through the movement, with Bui Duc Duy being a prime example.
Before joining the Party, Duy was a member of the Executive Committee of the Farmers' Association in his hamlet and also a mobile militia member of the commune. From mobilizing members to develop the economy , being on standby for combat readiness and disaster prevention, to road construction, village beautification, or assisting disadvantaged households, he always volunteered for any task. His closeness to the people and his commitment to putting words into action built his reputation, leading the Party branch to recommend him for Party membership.
To ensure each red seed takes root
In reality, in Chạo Nạc, Cốc, and many other villages of Mường Vang commune, developing Party members in the villages is not simply about completing paperwork or meeting prescribed standards, but rather a whole process of identifying, nurturing, and testing outstanding individuals in practice. Under current conditions, creating a pool of potential members in rural areas is increasingly difficult. Most young people study or work in industrial zones or go abroad for labor; only a small number remain in the locality. A segment of the population is hesitant to participate in social work or has not fully understood the significance of striving to join the Party. Therefore, many Party branch secretaries in Mường Vang have proactively listened to the concerns of the people, assigned tasks, and created a training environment for them to mature through grassroots movements.

The members of the Party Committee of the commune are assigned to oversee specific areas, regularly attend branch meetings, and directly guide and resolve difficulties in the work of recruiting and developing Party members.
Comrade Bui Van Tuyen, Head of the Party Building Committee of Muong Vang commune, believes that what is valuable is not only the number of new party members admitted but also the quality of the pool of potential party members. Each new party member has matured through practical experience in the movement, is recognized by the people, and is trusted and chosen by the party organization. This is the foundation for building a strong Party organization from the grassroots level.

As a result of the training, in the first six months of 2026, the Party cell of Ram Keng hamlet admitted two outstanding individuals into the Party.
Based on this experience, the Party Committee of Muong Vang commune has implemented many comprehensive solutions to improve the quality of Party member development. Members of the commune's Party Committee are assigned to oversee specific areas, directly participate in Party branch meetings, and promptly address difficulties. Mass organizations regularly review outstanding members, recommend individuals to participate in Party awareness training courses; and consider the results of Party member development as an important criterion in the annual evaluation and ranking of Party organizations and cadres.
Comrade Bui Van Linh, Secretary of the Party Committee of Muong Vang commune, affirmed: "We have determined that developing Party members is not just about meeting targets, but about building a successor team with strong political acumen, responsibility to the community, and practical experience. Each new Party member is the result of a whole process of sourcing, nurturing, and testing, so Party branches must ensure each step is done thoroughly, prioritizing quality over quantity."

Through emulation movements, Party branches and mass organizations proactively identify positive individuals to nurture, assign tasks, and train them to strive for Party membership.
Thanks to these solutions, the local Party membership development work has achieved many positive results. In 2025, the commune Party committee admitted 31 new members; and sent 53 individuals to participate in Party awareness training courses. In the first six months of 2026, the entire Party committee admitted 37 new members, exceeding the provincial target of 35 for the whole year, ranking 4th out of 152 Party committees under the Provincial Party Committee; at the same time, 22 individuals were sent to participate in training courses, creating a pool of potential members for the following years.

Based on the developments at the grassroots level, the Party Committee of Muong Vang commune has proactively developed many comprehensive solutions to ensure that the work of developing Party members is carried out in an orderly manner.
From Bui Quoc Viet's oath-taking ceremony under the stilt house to the growth of Bui Duc Duy and many other outstanding individuals, it is evident that each new Party member is the result of persistent efforts to cultivate talent from the grassroots and the unwavering dedication of each individual. These "red seeds" will continue to take root and sprout, contributing to the increasingly strong development of the Muong Vang Commune Party Committee.
