- By 2026, Van Nham commune aims to completely resolve land disputes and encroachment between households and individuals and the Dong Bac Forestry One-Member Limited Liability Company.
According to statistics, as of July 1, 2025, the entire commune has 160 hectares of forest land subject to disputes and encroachment between 168 households and Dong Bac Forestry Company Limited across 11 villages. This dispute and encroachment has lasted for many years without a thorough resolution, affecting the management, use, and processing of land data in the area.

In response to this situation, after stabilizing the administrative apparatus according to the two-tiered local government model, in January 2026, the Party Committee of Van Nham commune held a meeting and established a Steering Committee to resolve land disputes and encroachments between households and individuals and the company; and established a specialized task force to resolve cases of disputes and encroachments.
Accordingly, the People's Committee of Van Nham commune developed a detailed plan and organized its implementation in each village. Working groups focused on reviewing and studying the files of each case, contacting people to understand their thoughts and aspirations, and then developing solutions that were both reasonable and compassionate.
Using the "going door to door" and "slow and steady wins the race" approach, the task forces persistently explained and constantly innovated their methods of persuasion to convince people to return the land, while also guiding households to switch to the form of contracting out the land.
Specifically, from April 2026 to the end of June 2026, the Steering Committee of Van Nham commune resolved issues for 80 hectares, involving 82 households (achieving 50% of the required volume), in 11 villages, including 5 villages that completed 100% of the required area resolution.
In parallel with meeting with and persuading households to return land and sign land lease contracts, the commune's Steering Committee also received opinions and suggestions from residents to study and develop appropriate solutions. Specifically, the commune's Steering Committee received 40 requests from households and village groups to the company regarding issues such as reducing leased production, reimbursing costs for road construction incurred by residents before the lease agreement, and clearly defining land boundaries between residents and the company to issue land ownership certificates ("red books") for management purposes.
For example, Ms. Mong Thi Huong, residing in Trai Moi village, Van Nham commune, shared: "My family has been using two plots of land totaling approximately 1.7 hectares, managed by the company since the 1990s. After receiving explanations from the authorities, my family agreed to return the land and sign a lease agreement. However, we request that the commune advise the company to consider reducing the leased production volume to ensure people's income and to confidently cooperate with the company in developing production forests."
Mr. Trinh Van Nam, residing in Van village, Van Nham commune, also expressed: "My family has been using 0.5 hectares of land managed by the company for a long time and is willing to return the land and sign a contract to continue production on the land my family is currently using from the company. However, my family requests that the People's Committee of the commune advise the company to reduce the contracted production volume and reimburse 40% of the costs that the villagers have personally incurred to build the road connecting to the forestry production hills in the past."
It is understood that all the suggestions from the households have been compiled by the Commune People's Committee and sent to the company for resolution within its authority. Currently, the company is receiving the people's suggestions and will address them as soon as possible.
To resolve the remaining 50% of the workload by the third quarter of 2026, the Steering Committee of Van Nham commune is continuing to carefully review the files of each specific case, in order to continue persuading people to return the land and sign land lease contracts with the enterprise.
Comrade Luong Quynh Nga , Standing Deputy Secretary of the Party Committee of Van Nham commune and Deputy Head of the Steering Committee for resolving land disputes and encroachment between households and individuals and Dong Bac Forestry One-Member Limited Company, stated: The area of land and the number of households involved in disputes and encroachment remain significant. The commune's Steering Committee held a preliminary meeting to review the results of implementation in the second quarter and set tasks for the third quarter to definitively resolve all cases by September 2026. At the same time, the Steering Committee requested the commune's Economic Department to review and adjust the land cadastral records of each case, return the land, and determine the land boundaries between land managed and used by the people and land managed by the company, in order to implement strict, transparent, and effective land management measures in the commune in the future.
With the decisive involvement of the government and the cooperation and consensus of the people and businesses in resolving land disputes and encroachments, a new direction is opening up for sustainable forestry economic development in Van Nham commune. This will both effectively utilize state-owned land and ensure long-term livelihoods for people participating in reforestation.
