Van Quan: Focusing on effectively implementing the National Target Program to improve the lives of ethnic minority communities.

Project 1 aims to support ethnic minority households classified as poor or near-poor, residing in particularly difficult communes and villages, who lack land or housing, or have temporary or dilapidated housing. This support includes providing land for housing and constructing houses that meet the three essential criteria (solid foundation, solid frame/walls, solid roof) suitable to local conditions; ensuring that poor and near-poor households have access to clean drinking water according to standards issued by competent authorities; and strengthening job creation and supporting vocational retraining to meet the needs and conditions of ethnic minorities in their living areas.

To achieve that goal, the People's Committee of Van Quan district directed the district's specialized departments and units to review, survey, and propose a list of investment projects to be implemented under the National Target Program 1719; organize the appraisal of the list and the necessity of investment, ensuring compliance with the Resolution of the Van Quan District Party Congress and the district's socio -economic development plan for the 2021-2025 period.

Accordingly, to implement the contents of Project 1 on supporting production land, housing, and clean water, from the beginning of 2021, the specialized departments of Van Quan district reviewed land funds to support production. However, there was no longer any land available in the district to allocate to support poor ethnic minority households lacking production land. Instead, the district shifted to supporting people in changing occupations and assisting in purchasing machinery and agricultural tools to serve production.

In addition, annually, based on data from the review of poor and near-poor households, the district directs communes and towns to review the actual situation of substandard housing to prepare dossiers for submission to the district. District departments and specialized agencies then appraise the dossiers and advise the District People's Committee to issue approval documents and allocate funds to provide housing support for the people.

Mr. Ha Quang Thanh, Chairman of the People's Committee of Tri Le commune, Van Quan district, said: To address the shortage of residential land, housing, production land, and clean water, the commune has established a team to review the situation of households in need of housing support and vocational retraining for the people.

Accordingly, from 2022 to the present, the commune has supported 29 households in building houses with a total budget of over 1.2 billion VND and 9 poor households in purchasing agricultural machinery such as plows and threshing machines for production, with a total budget of 90 million VND. This has contributed to supporting poor and near-poor households to confidently engage in production and stabilize their lives.

Not only Tri Le commune, but in recent years, other communes and towns in the district have also actively implemented this program. As a result, from 2022 to the end of 2023, the entire district provided support to 18 poor households lacking land for production to switch to other occupations (purchasing agricultural machinery), with a total budget of 177 million VND; and supported the construction of 171 houses for poor households with a total support budget of over 6.8 billion VND. Regarding clean water, in 2022, the district invested in the construction of 3 centralized water supply projects in particularly difficult communes; and provided water tanks and pipes to 1,114 poor households in ethnic minority areas in the district, with a total budget of over 3.1 billion VND.

In 2024, Van Quan district continued to provide housing support to over 174 poor households, with a total budget of over 7.6 billion VND, and assigned the People's Committees of communes and towns as the project investors. To date, the District People's Committee has approved a list of 139 households in need of housing support. The commune and town authorities have guided households in the construction of houses and have completed the inspection of 53 houses, disbursing over 2.1 billion VND. Regarding support for production land (vocational retraining), the district plans to support over 120 poor households and assigned the People's Committees of communes and towns as the project investors, with a total allocated budget of over 1.2 billion VND. Currently, the communes and towns are reviewing the beneficiaries and have not yet disbursed the funds.

The project providing housing, land for production, and clean water for households is of practical significance, ensuring that ethnic minority people have essential conditions for housing and clean water. This creates motivation to help them rise out of poverty and stabilize their lives.

Mr. Hoang Van Lien, from Na Chuong village, Tri Le commune, said: "My family has 6 members and is classified as a poor household. Previously, our house was not sturdy, and with so many people living together, it was very cramped. At the beginning of 2024, my family received government support to build a new house, and the construction has now been completed with an area of ​​100 square meters. From now on, my family has a solid house, and I no longer have to worry; I can focus on doing business and developing the family's economy."

Ms. Hoang Thi Tuyet, Head of the Department of Labor, War Invalids, Social Affairs and Ethnic Minorities of Van Quan district, said: The implementation of support for production land (vocational retraining), housing, and clean water has helped stabilize lives and improve the material and spiritual well-being of the people.

In the coming period, the Department will continue to strengthen guidance, inspection, and supervision of the implementation of Project 1 according to the set plan; inspect and monitor, promptly identify difficulties and obstacles in the implementation process, and thereby propose solutions to competent authorities to effectively implement Project 1 in particular and the National Target Program 1719 in the district in general.
