(Baothanhhoa.vn) - The two-tiered local government model, implemented simultaneously in 34 provinces and cities nationwide, has raised great expectations but also presented significant challenges for commune-level authorities in the initial stages. In Thanh Hoa province, after two months of operation, the two-tiered local government has been functioning smoothly, but difficulties remain. As the saying goes, "every beginning is difficult," but the officials and civil servants of the communes and wards in the province are determined to overcome these challenges to fulfill their assigned tasks.

No matter how difficult the problem, address it immediately.

Dong Tien Ward was established by consolidating the entire natural area and population of two wards: Dong Linh and Thieu Khanh, and the communes of Dong Tien, Dong Thanh, Thieu Van, Tan Chau, and Thieu Giao. From July 1st, 2025, the Dong Tien Ward Public Administrative Service Center (PVHCC) began operating to serve the people and businesses in the area. Due to its large geographical area and dense population, the center was often overloaded in its early days of operation, putting significant pressure on its staff.

To address infrastructure challenges and facilitate administrative procedures for citizens, the ward has established a document reception center at two locations: the former Thiệu Giao Commune People's Committee and the former Đông Tiến Commune People's Committee. These are newly renovated and upgraded offices, ensuring suitable working conditions for officials and civil servants, as well as better citizen services. Along with ensuring the smooth operation of the Public Service Center, Đông Tiến ward also focuses on effectively implementing key political tasks in the short and long term. Mr. Nguyễn Hồng Quang, Chairman of the Đông Tiến Ward People's Committee, stated: “With the implementation of a two-tiered local government system, the ward has focused on reforming the working style and methods of its officials and civil servants. The main focus is on upholding a sense of responsibility in serving the people and striving to successfully complete assigned tasks.”

In fact, the commune and ward level is the closest to the daily lives of the people, directly implementing and resolving administrative procedures for citizens and businesses. Currently, communes and wards have 1,065 tasks and 444 sets of administrative procedures. The newly expanded authority and responsibility of the commune level mean a larger workload and higher demands. This is both an advantage and a challenge for the newly appointed officials and civil servants, who must adapt to the new situation and conditions.

For mountainous communes with vast and remote terrain, operation faces even greater difficulties. With an area of ​​over 115 square kilometers and 12 villages inhabited by ethnic minorities, Thanh Vinh commune encountered numerous challenges in its operation. Nearly half of the commune's 41 officials and employees live far from their families. In response to this situation, the commune has arranged accommodation, meals, and rest facilities for these officials and employees. Besides assigning tasks according to their abilities, the commune regularly encourages its officials and employees to uphold a sense of responsibility, using the satisfaction of the people as a measure of work efficiency.

Actively serving the people

After two months of operation, localities have assessed the situation, identified difficulties and obstacles, and proposed tasks and solutions to ensure the administrative system operates smoothly, continuously, efficiently, and effectively.

Na Meo commune is not subject to merger, but changes in job positions, scope of management, and nature of work have caused psychological disruption, requiring rapid adaptation from each local official and employee. In a conversation with Mr. Dao Van Duong, Deputy Director of the Na Meo Commune Public Service Center, he stated: The commune's officials and employees are volunteers who took on duties in this remote border area of ​​the province. Over 50% of the commune's officials and employees come from the lowlands. However, with high determination, the commune's officials and employees have shifted their mindset from management to serving the people. Despite the difficulties, the commune has strived to invest in infrastructure to ensure the best possible service for the people, such as installing cooling fans, free Wi-Fi, and seating for waiting areas. The Public Service Center only has three employees working directly, so they often have to work overtime to promptly handle administrative procedures and paperwork for the people and businesses.

Not only in Na Meo commune, but also in mountainous and border communes throughout the province, officials and civil servants have strived to organize local government activities in accordance with central government guidelines in a scientific and systematic manner, overcoming all difficulties. Digital technology, artificial intelligence, and digital transformation are becoming powerful tools for local governments. Many officials and civil servants, despite their age, proactively learn and use digital tools to handle new tasks. As a result, administrative procedures and documents for citizens and businesses are processed quickly and smoothly.

In lowland communes and wards, with more complete infrastructure, the Public Service Centers have been selected and located in areas convenient for people's travel. At the same time, they are equipped with modern machinery and equipment such as automatic queue number dispensers, touch-screen information lookup devices, network connectivity systems, reception desks, computers, etc., to best meet the needs of the people.

Most people believe that, with strong political determination, the spirit of unity and solidarity of the entire political system, and the support of the people, the two-tiered local government apparatus will continue to implement its work more smoothly, efficiently, and effectively, serving the people and businesses even better.
