Mr. Ta Tu Binh, vice chairman of Ngu Hanh Son District People's Committee, said that according to the law, the ward's punishment of the artist was correct.
"I went on a field trip and noticed that in addition to beautiful paintings, there were paintings with inappropriate content such as drawing ghostly arms and faces, dark colors...", Mr. Binh said.
Regarding whether to keep the drawings or not, Mr. Binh said the district will invite the Da Nang Department of Culture and Sports to evaluate the drawings.
“If any painting is beautiful, suitable and has the consent of the homeowner and people in the residential area, it will be kept. For inappropriate paintings, they will be requested to be deleted," Mr. Binh said.
Mr. Binh also said that because this area has many renters, not homeowners.
If, after the painting is appraised, the homeowner wants to keep the painting on the wall, there must be an affirmative commitment to allow the painting to be retained, to avoid future complaints.
Mr. Binh believes that even though the painting is on the wall of his house, when it causes anger in the community, the government must get involved.
“The government and state agencies will support and guide all citizens and organizations to carry out activities in accordance with the law, while satisfying their joy, passion, and talent while serving community, harmonious and suitable for the landscape," Mr. Binh said.

Mrs. H., who organized graffiti painting on people's walls, said she and her husband created the Nam Jam mural project, inviting domestic and foreign artists with the same passion for mural painting to paint in the homes of the neighborhoods where they live.
“I just think it's okay to simply get the homeowner's consent, as long as the paintings aren't offensive. Our goal is just to bring vibrant colors to the residential area," Ms. H. said.
Before the decision to fine 2 million VND for violating public order and asking her to restore the current state of the walls, Ms. H. said she agreed to be fined for not asking for permission.
However, she hopes to keep suitable paintings because they are the efforts and enthusiasm of many artists. Paintings with dark colors and inappropriate content will agree to be deleted.
