
Newspapers and radio/television stations received a petition from residents of Thuong Khuong village (Ke Sat commune) regarding the protection of their rights when agreeing to the transfer of agricultural land use rights at the factory and workshop leasing project of three companies.
These include the Woodworking Factory and Workshop Rental Project of Hoang Anh Co., Ltd., the Electronic Assembly Factory Project of Hoang Anh Hai Duong Investment, Production, Trade, Service and Export Joint Stock Company, and the Mechanical Manufacturing and Processing Factory Project of Hoang Gia Anh Import-Export Trading Investment Joint Stock Company, all of which received investment approval from the former Hai Duong Provincial People's Committee in 2020.
In 2023, the People's Committee of the former Hai Duong province issued a document approving the transfer of land use rights for the implementation of projects. Accordingly, the three companies were allowed to negotiate with land users to acquire agricultural land use rights for the projects. The People's Committee of Binh Giang district and the People's Committee of the former Vinh Hung commune were responsible for guiding the companies in carrying out the procedures for transferring land use rights according to regulations. The companies carried out the agreements to transfer agricultural land use rights from families and individuals in accordance with the law. The Department of Natural Resources and Environment (now the Department of Agriculture and Environment) monitored and inspected the implementation according to regulations.

The projects were implemented in Thuong Khuong village, Vinh Hung commune, Binh Giang district, Hai Duong province, now Thuong Khuong village, Ke Sat commune, Hai Phong city. The total land area used for all three projects is approximately 9 hectares.
The woodworking factory and workshop rental project will produce 200 sets of wooden furniture per year, including dining tables and chairs; 300 sets of Ming Dynasty-style tables and chairs per year; 36 sets of dragon-themed tables and chairs per year; and 1,200 pieces of various fine wood crafts (wooden statues, animal figures, bonsai trees, etc.) per year. Workshop space will be available for rent, totaling 6,175 m²; and office space will be available for rent, totaling 1,200 m².
The electronic assembly plant project will process and assemble electronic charging adapters on a scale of 6,500,000 products per year.
The Mechanical Manufacturing and Processing Plant project will produce and process 2,000 hand-held plows per year, 250 large plows per year, 7,200 generators per year, and 300 tillers per year.
Once operational, these three projects will contribute to promoting local industrial and service development, creating more jobs for rural workers; enhancing land use value, increasing people's income, and creating momentum to attract investment to the western part of the city.

However, the project has not yet completed land clearance. The main reason is that the company purchased land from the people at various prices, resulting in some plots being priced higher and others lower.
Mr. Vu Duc Hung from Thuong Khuong village said that the varying high and low prices are one of the reasons why many households and individuals have not yet agreed to transfer agricultural land use rights.
Mr. Vu Van Doan, Director of Hoang Anh Co., Ltd., explained that the varying land prices are due to the fact that land transfer and sale agreements often span many years, resulting in different prices at different times. In addition, businesses also base their price negotiations on the location of each plot of land, aiming to offer a price that is favorable to both the business and the people.
Mr. Vu Dinh Lap, Vice Chairman of the People's Committee of Ke Sat commune, said that the commune government has been involved in disseminating information and supporting businesses in implementing the project. However, to date, there are still significant difficulties in negotiating the transfer price between the business and the people.
At the end of March 2026, the City People's Committee issued a decision to establish a Task Force to direct the acceleration of the implementation of non-budgetary investment projects in the city. Accordingly, it is necessary to review, clarify, and summarize related difficulties and obstacles, identify the causes of these difficulties and obstacles, and propose solutions to accelerate project implementation; inspect, guide, and resolve issues within its authority. It will also compile and advise the Chairman of the City People's Committee to report to the competent authorities to resolve difficulties and obstacles for matters exceeding its authority…
According to Lawyer Nguyen Kieu Dong, Deputy Head of the Hai Phong City Bar Association and Head of the A Dong Law Office, based on Articles 79, 122, and 127 of the 2024 Land Law, for projects falling under this category, the economic organization must agree to receive the transfer of land use rights; before implementation, it must obtain written permission from the Provincial People's Committee to receive the transfer.
According to the reporter's observations, the entire plot of land intended for the three projects remains abandoned.
