- Investing in children is investing in the future of the country, in rapid, sustainable, long-term, and effective development. In line with this perspective, in recent times, all levels and sectors in the province have been prioritizing resources for the care, education , and protection of children.
Currently, the province has over 188,000 children, accounting for 21.45% of the population, including more than 28,000 children living in poor and near-poor families; over 2,000 children with special circumstances; and over 1,300 children who are orphaned by either their father or mother. In recent years, the work of protecting and caring for children has always received the attention and guidance of the Provincial Party Committee, the Provincial People's Council and the Provincial People's Committee, as well as the coordination of departments, agencies, and the People's Committees of districts and cities.
Strengthening communication on child welfare issues.
To raise awareness throughout society about child welfare, provincial departments, agencies, and organizations, as well as the People's Committees of districts and cities, have focused on disseminating and publicizing legal regulations concerning children. Simultaneously, they have strengthened communication and education on knowledge and skills related to children's rights and responsibilities; knowledge and skills on preventing child abuse, preventing accidents and injuries to children; and promoting children's participation rights. The dissemination of information has been carried out in diverse forms such as conferences, seminars, forums, integration into Party branch and mass organization activities, and social media. This includes not only targeting officials, teachers, and parents but also directly engaging with children.
Notably, from the beginning of 2025 to the present, the judicial sector has organized 10 conferences in key areas with complex social order and security issues, providing legal training on criminal law, marriage and family law, with nearly 1,300 participants. Lang Son Newspaper and Radio and Television have published and broadcast over 180 news articles and reports on the care, education, and protection of children. The Education and Training sector has conducted over 1,000 awareness sessions on child-related issues and matters concerning children and those under 18, reaching over 50,000 officials, teachers, staff, and students.
As an organization representing the voice and aspirations of children, the Provincial Youth Union has recently directed its subordinate branches to strengthen propaganda and education efforts to raise awareness about child care, education, and protection. Ms. Le Thuy Dung, Deputy Secretary of the Provincial Youth Union, stated: "We have directed all levels of the Youth Union to improve the quality of movements and activities in protecting, caring for, and educating children; and to strengthen activities to gather opinions and promote children's right to participate. Since the beginning of 2025, the Youth Union and Children's Union branches throughout the province have organized over 300 activities to raise awareness about child care, education, and protection. We have also intensified propaganda on social media platforms of the Youth Union and Children's Union at all levels, resulting in over 5,000 interactions and shares from children, Youth Union members, and citizens." Throughout the province, over 18,000 children expressed their wishes and suggestions through feedback sessions at youth group meetings, programs, forums, and children's conferences.
Hoang Thi Thu Cuc, a 7th-grade student at Huu Khanh Primary and Secondary School in Loc Binh District, shared: "At school, I regularly receive information about the Children's Law. From this, I understand the rights and responsibilities of children and strive to study and train myself to become a useful citizen for society. Being selected to participate in the launching ceremony of the 2025 Action Month for Children makes me very happy and moved. I hope that in the future, the government and schools will pay more attention to creating a safe and healthy environment for children's comprehensive development; strengthen life skills education; and organize more beneficial extracurricular activities."
Prioritize resources for children.
Through raising public awareness about child welfare, all levels and sectors in the province have focused and prioritized resources for the care, education, and protection of children. Mr. Phan Lac Hoai Thanh, Deputy Director of the Department of Health, informed: In the past period, the Department of Health has advised the Provincial People's Committee to issue directives to departments, agencies, and the People's Committees of districts and cities; and simultaneously developed programs, plans, and documents to effectively implement child protection and care in the province. These focus on solutions such as: social mobilization and communication regarding child welfare; creating healthy playgrounds for children; mobilizing and developing the Children's Protection Fund; Strengthening coordination among departments and agencies, diversifying activities for the care, education, and protection of children… The theme for the 2025 Action Month for Children (June) is “Prioritizing resources to achieve goals for children,” therefore, we continue to advise the Provincial People's Committee to direct agencies and units to prioritize resources to ensure the realization of children's rights and address issues related to children. This will create positive changes throughout society, raise awareness and understanding among officials and the public about child-related issues, and contribute to mobilizing the combined strength of the entire political system from the provincial to the grassroots level to participate in the protection, care, and education of children in the province.
Accordingly, the mobilization, management, and use of child protection funds at all levels must be ensured to be purposeful, practical, and effective. Child protection funds at all levels have truly become a bridge between the community and children, serving as one of the material and spiritual supports for children in special and difficult circumstances. For example, in 2024, the Provincial Child Protection Fund received over 400 million VND in donations from agencies, units, businesses, and philanthropists inside and outside the province. From this funding, many practical and meaningful activities to support children have been carried out, such as: giving gifts to children in difficult circumstances receiving treatment at the Provincial General Hospital during the Lunar New Year and Mid-Autumn Festival; Gifts will be given to children in special circumstances who are raised and cared for in public and private social assistance facilities, children from poor and near-poor households, ethnic minority areas, orphans, and children affected by natural disasters and epidemics. This helps alleviate their difficulties, gives them more motivation to strive, and contributes to ensuring social security in the province. In 2025, the Provincial People's Committee will continue to issue a letter calling for support for the Provincial Children's Protection Fund and organize a fundraising campaign at the launching ceremony of the 2025 Action Month for Children, held on May 29, 2025.
Through various movements and campaigns, families and society have paid more attention to the implementation of children's rights, especially their education; orphaned children without guardians have been sponsored and are continuing their studies; and the community has provided timely support to students from families with particularly difficult circumstances. In anticipation of International Children's Day (June 1st), and during the end of May and beginning of June, activities caring for children have been further promoted. The province organized six working groups to visit and present gifts to children at childcare facilities and schools throughout the province, and also presented gifts to 50 children with special circumstances who have overcome difficulties and excelled in their studies, participating in the launching ceremony of the 2025 Action Month for Children. The People's Committees of districts and cities have also developed plans and formed district-level delegations to visit and present gifts for Children's Day (June 1st).
Ms. Ha Thi Lien, Head of the Health Department of Cao Loc District, said: Currently, the entire district has more than 20,000 children. Of these, more than 2,500 children belong to poor and near-poor households. We have advised the District People's Committee to seriously direct and implement the documents of the Central Government and the province on the work of protecting, caring for, and educating children. At the same time, we have directed the mobilization of contributions to the Children's Protection Fund. On this year's Children's Day, the district organized 3 working groups to visit and give gifts to children at schools in the area.
Today's children are the masters of tomorrow's country. Prioritizing resources for children is not only the duty of families, schools, and communities, but also the responsibility of the entire society. Through many practical actions, with the joint efforts of all levels, sectors, families, and society, children in the province are increasingly receiving better care, education, and protection. As a result, children are developing comprehensively, contributing to building a future generation that is responsible, knowledgeable, and ethical, creating a solid foundation for sustainable development and international integration.
