Accordingly, the Department of Education and Training has the right to directly recruit, assign, and appoint teachers at all levels from primary to high school. However, preschool education remains under the management of the People's Committee at the commune level.

At the same time, the Department of Education and Training has the authority to recognize, appoint, dismiss, and change the job positions of principals and vice-principals of schools. The Department is also responsible for developing plans for recruitment, training, and professional development of teachers and updating teacher data into the national database.

For private schools, recruitment will be handled by the school itself, in accordance with its organizational and operational regulations.
