Accordingly, the Department of Education and Training has the right to directly recruit, mobilize, and appoint teachers at all levels from primary to high school. Preschool level is still managed by the People's Committee at the commune level.

At the same time, the Department of Education and Training has the right to recognize, appoint, dismiss, and change the job positions of principals and vice principals of schools. The Department is also responsible for developing plans for recruitment, training, staff development, and updating teacher data in the national database.

For non-public schools, recruitment will be conducted by the school according to the school's regulations on organization and operation.
