The Heragon City project, located in the new Nam Ngạn urban area, will create a new look for Ham Rong ward in the future.
Having suffered heavy losses during the war against the US, the once steadfast and heroic land of Ham Rong has transformed into a bustling urban center, an attractive cultural, historical, and tourist destination. In particular, after merging the wards of Thieu Duong, Dong Cuong, Nam Ngan, and a part of Dong Tho ward from the former Thanh Hoa City, the new Ham Rong ward possesses many additional strengths to become a dynamic development area of Thanh Hoa province.
Ham Rong boasts many famous landmarks such as the Ham Rong historical and cultural relic site and the Dong Son archaeological site. Along the majestic Ma River lies a beautiful natural landscape with mountains, rivers, forests, and many valuable relics such as the Temple of the Great Saint, the Temple of the Holy Saint, Tien Son Cave, and the Second Shrine... The ward also has many revolutionary historical sites such as the C4 Hill battlefield, the Monument to the Youth Volunteers, the Temple of the Heroic Vietnamese Mother and Martyrs, the Memorial Area for teachers and students who sacrificed their lives on the Southern Ma River dike construction site, and the Ham Rong Martyrs' Cemetery... With a rich source of historical and cultural values, refined over time and preserved to this day, Ham Rong ward possesses an important spiritual "pillar" and endogenous resources for strong development.
Strategically located, Ham Rong is planned as a multi-functional urban area, closely linked with neighboring regions. Building on its glorious revolutionary traditions, in the process of reform, the Party Committee, government, and people of Ham Rong ward have always been united, creative, and striving to successfully achieve the set goals and tasks. Taking economic development as the central and key task, the Party Committee and People's Committee of the ward have implemented comprehensive solutions to accelerate economic growth, focusing on exploiting existing advantages to develop tourism, services, and trade. In particular, the General Urban Plan of Thanh Hoa province until 2040, approved by the Prime Minister, has opened up new opportunities for the future development of Ham Rong ward.
Synchronized infrastructure, economic growth, and a booming tourism industry have made Ham Rong an attractive destination for investors. Currently, many key projects are being implemented in the ward. Most notably, Heragon City, located in the Nam Ngan new urban area, comprises 1,292 plots of land and houses, directly adjacent to three major transportation arteries. Heragon City is comprehensively planned with modern, integrated infrastructure, offering a full range of amenities and product types, from villas and townhouses to shophouses and land plots, creating a harmonious and modern living space. With its advantageous location near the market, river, and main boulevard, Heragon City is poised to become one of the most modern new residential areas in Ham Rong within a few years.
Not far from Heragon City, the Nam Ngạn social housing project, launched by Thanh Hoa province in October 2025 with a scale of 2.8 hectares, is also a prominent highlight in the development plan of Ham Rong ward. Besides 6 apartment buildings with 25 floors and nearly 2,400 apartments, the Nam Ngạn social housing project also includes over 5,000 square meters for sports fields, walking paths, and a swimming pool, contributing to the outstanding urban architecture. During this time, Ham Rong ward is also actively implementing technical infrastructure in preparation for the groundbreaking ceremony of resettlement areas 1 and 2 to serve the land clearance for the North-South high-speed railway project. Currently, the Ham Rong Ward Public Service Center has signed a contract with the construction unit, the Central Region Corporation. Upon completion, these resettlement areas will become a new, integrated, and modern residential area of the locality.
To address infrastructure bottlenecks and connect with new urban areas, Ham Rong ward has been actively completing the process to implement the project of the northern access road and bridge along Hung Vuong Boulevard, connecting the North Cau Hac urban area with the Dong Hai urban area, with a total investment of over 30 billion VND, and the project of access roads on both sides of Hung Vuong Boulevard, from Thanh Thai Street to Tran Hung Dao Street. In addition to the road connecting with new urban areas, Ham Rong ward has implemented many other public works projects such as: the upgrading and renovation of Dong Son road; upgrading and renovating the road and drainage system in the North Cau Sang market area; the underground drainage and road system from the 85-hectare site to the Hac River; and expanding inter-street roads 5, 6, 7, and 8...
During the 2021-2025 period, Ham Rong ward implemented 126 public investment projects with a total investment of over 2,500 billion VND. Recognizing that public investment capital must truly play a leading role, using "public investment to guide private investment" to serve socio-economic development goals, the People's Committee of Ham Rong ward actively directed, supervised, inspected, and reviewed each project, especially newly commenced projects; strictly controlling the necessity, scope, and scale of each project in accordance with the approved plan, orientation, and objectives. At the same time, it closely monitored the disbursement progress of public investment capital for each project; compiled and considered reallocating capital from slow-performing projects with low disbursement rates to projects that need to accelerate completion and have better disbursement potential.
The song of Ham Rong today is not only written from legends amidst bombs and bullets. More than anything, it is a song of the efforts, struggles, and unity of generations of leaders and people here in the journey of construction and development. Ham Rong today is continuing to write a new chapter with projects, industrial zones, and new architectural works that have been and are being built, giving Ham Rong a new look - the look of modern and sustainable development.
