The dam broke at 2 PM, near the spillway. Initially, the crack was small, but it widened. Water from the dam overflowed downstream, causing the stream to rise rapidly, threatening residential areas along the stream banks, according to Mr. Nong Huyen, a local resident.

A working group from the Ministries of Agriculture and Environment and Industry and Trade is heading to Lang Son to inspect and direct the remediation of the incident.

Water flowing into the hydroelectric dams pushed water levels up, putting pressure on the dam embankments.
