Case at Bach Mai Hospital and Viet Duc Hospital, Branch 2: Prosecution of 2 more defendants

(Dan Tri) - The spokesman of the Ministry of Public Security said that two more defendants were prosecuted in connection with the wasteful project at Bach Mai Hospital and Viet Duc Hospital, Branch 2. The total number of defendants prosecuted in this case is seven.

This information was given by Major General Nguyen Quoc Toan, Chief of Office and Spokesperson of the Ministry of Public Security , when answering the press on the afternoon of September 29, at the information session on the results of the meeting of the Standing Committee of the Central Steering Committee on preventing corruption, waste and negativity.

Regarding the violations related to the Bach Mai Hospital and Viet Duc Hospital 2 project, Major General Toan said that in July, the Ministry of Public Security's Investigation Police Agency prosecuted 5 suspects, and has now prosecuted 2 additional suspects.

"The total number of defendants prosecuted is 7, with 3 main charges: Managing and using state assets causing loss and waste; Fraud, appropriating property; and Abusing position and power while performing official duties," Major General Toan informed.

However, regarding the identities of the two suspects who have just been prosecuted, the Chief of Office of the Ministry of Public Security said that it could not be revealed because the case is under investigation.

According to the Spokesperson of the Ministry of Public Security, in this case, the authorities have recovered 14.5 billion VND. The specific violations, according to Major General Nguyen Quoc Toan, were related to hiring foreign consultants, approving contractor selection plans and organizing contractor selection, causing waste.

The investigation agency determined that the waste caused a loss of 80 billion VND to the State. Currently, the investigation agency continues to investigate and clarify the violations of related individuals.

In further discussion, Deputy Head of the Central Internal Affairs Commission Dang Van Dung added that at this morning's meeting, General Secretary To Lam requested to speed up the progress of handling the two projects of Bach Mai 2 Hospital and Viet Duc 2 Hospital.

Mr. Dung emphasized that the spirit of the Central Steering Committee is not to legalize violations, but to put the project into use, not to let waste continue.

The Ministry of Health 's report shows that the construction of the two projects has been completed. Bach Mai Hospital 2 can be put into use on schedule. Viet Duc Hospital 2 still has some problems. However, Mr. Dung reiterated the General Secretary's request to "resolutely complete the project, not to let it continue to be delayed." The goal is to complete the two projects before November 30.

Regarding the two projects of Bach Mai Hospital and Viet Duc Hospital, branch 2 in Ha Nam (old), the Department of Police Investigation of Economic Crimes, Corruption and Smuggling (Department C03) of the Ministry of Public Security initiated a case and prosecuted 5 defendants for violating regulations on management and use of State assets, causing loss and waste, in early July.

The five defendants include: Dao Xuan Sinh (Director of SHT Consulting, Investment and Construction Joint Stock Company); Tran Van Sinh (Head of Technical Estimation Department, Key Medical Project Management Board, Ministry of Health); Nguyen Huu Tuan and Nguyen Kim Trung (former Deputy Directors of Key Medical Project Management Board, Ministry of Health); Nguyen Chien Thang (former Director of Key Medical Project Management Board, Ministry of Health).

According to the Ministry of Public Security, the actions of the above subjects caused damage of 80 billion VND and waste of 762 billion VND.

Previously, the Government Inspectorate discovered that the implementation process of Bach Mai Hospital and Viet Duc Hospital, Branch 2, had many violations of regulations on bidding, construction and other related regulations in almost all stages... Through inspection, the Government Inspectorate determined that these two projects caused waste of over 1,200 billion VND.

The Government Inspectorate also pointed out that the Minister of Health and the Management Board of key health projects at that time "seriously violated bidding regulations with the aim of selecting the correct foreign consulting unit that had been determined in advance."

According to the Government Inspectorate, the Minister of Health, the Management Board of key health projects and the units and individuals directly involved intentionally violated the provisions of the law on bidding when dividing the bidding packages without basing on the technicality, implementation sequence and synchronization of the project; including the specific name of the foreign consulting contractor when submitting and approving the contractor selection plan...
