Vicem Commercial Transaction and Operations Center Building
On the afternoon of September 24, the Ministry of Public Security announced that the Police Department for Investigation of Crimes of Corruption, Economic Crimes, and Smuggling had prosecuted four suspects for violating regulations on management and use of State assets, causing loss and waste, occurring at the Vietnam Cement Corporation (Vicem) and related units.
The defendants include: Ta Quang Buu, former member of the Board of Members and Deputy General Director of Vietnam Cement Corporation; Tran Binh Trong, former Deputy General Director; Nguyen Lam Cuong, former Deputy General Director; Doan Thi Mai Lan, former Head of the Department of Economics and Estimation of Vietnam Construction Consulting Corporation.
This is the result of the Ministry of Public Security's investigation into the case of violations of regulations on management and use of State assets causing loss and waste at Vicem.
The Ministry of Public Security is consolidating documents and evidence of the defendants' violations, while continuing to expand the investigation of the case, clarifying other violations of related individuals and organizations, and applying measures according to law to thoroughly recover assets for the State.
Previously, on March 2, the Ministry of Public Security's Investigation Police Agency initiated a case of violating regulations on management and use of State assets causing loss and waste, occurring at the Vietnam Cement Corporation (Vicem), related to the Vicem Tower project in Cau Giay, Hanoi .
The four defendants prosecuted include Le Van Chung, former Chairman of the Board of Directors; Nguyen Ngoc Anh, former General Director; Du Ngoc Long, former Director of the Project Management Board; and Hoang Ngoc Hieu, former Head of the Appraisal Department.
Of these, three people were temporarily detained and one person was banned from leaving his place of residence.
The Vicem Tower project has a total investment of 1,245 billion VND, started in 2011, completed the rough construction in 2015 but then "shelved" for many years, causing serious waste.
The case is being further investigated to clarify the responsibilities of related individuals and organizations and recover state assets.
